To maintain and improve City services such as 911 emergency response, parks, trails, youth programs; respond to property crimes/thefts/burglaries; retain/attract local businesses; and for general government use; shall the measure establishing a 1¢ sales tax providing approximately $1,200,000 annually until ended by voters; requiring audits, public spending disclosures, funds locally controlled, be adopted?

(INITIATIVE) Shall an initiative measure amending the City of Winters General Plan to (1) establish an Urban Growth Boundary that would prohibit urban development outside of that boundary, subject to certain exceptions, and (2) adopt a community driven planning process that would apply to areas outside the City limits but within the City’s sphere of influence, be adopted?

Shall the offices of the city clerk and city treasurer for the City of Winters by Appointive?

Shall the City Hotel Tax (The Transient Occupancy Tax imposed on those staying in hotels in Winters) be increased from 10% to 12%, by voter approval of City of Winters Ordinance 2014-02. adopted by the City Council and effective upon the passage of this Measure?
