Shall the office of Fairfax Town Clerk be appointive?

Shall a measure be adopted to amend the Fairfax Town Code to repeal the Town’s current Just Cause Eviction Ordinance and Rent Stabilization Ordinance and replace them with just cause eviction and rent stabilization standards in the California Tenant Protection Act of 2019 and prior Town Code?

To repair roads/infrastructure; fix potholes; repave streets; repair retaining walls/bridges; address flooding of roads/buildings; improve bike/pedestrian circulation, safe routes to schools, disabled access; and qualify for federal matching funds/grants, shall the Town of Fairfax’s measure authorizing $18,000,000 of bonds for up to 30 years for each series, at legal interest rates, levying approximately $30/$100,000 of assessed value, raising on average approximately $1,200,000 annually, requiring audits/citizen oversight, be adopted?

Shall the proposed ordinance, prohibiting residential real property rental rate increases for some rental units that exceed sixty percent of the percentage increase in the Consumer Price Index or three percent, whichever is lower, defining a base rent for affected units as the rent in effect on August 3, 2022, establishing a process for consideration of additional rent increases, limiting the grounds for evicting tenants of some rental units, enacting additional housing regulations, be adopted?

To provide funding to maintain city services and facilities, including: wildfire prevention and public safety; roads, bridges, and emergency routes; storm drains; library, recreation, and parks, and general government use, shall the City of Mill Valley enact a one-cent sales tax, providing approximately $4,200,000 annually for ten years, with money staying local, independent audits, and oversight?

Shall the measure continuing locally controlled funding, that the State cannot take away, and maintaining City of Novato’s services, such as: fixing potholes/ streets; maintaining 9-1-1 emergency response, crime/ gang prevention; attracting/ retaining small businesses; maintaining parks/ recreation facilities; enhancing wildfire prevention; and repair aging storm drains; by establishing a 3/4c sales tax in the City of Novato, until ended by voters, for general government use, providing an additional $10,300,000 annually, with citizens’ oversight, independent annual audits be adopted?

Shall Ordinance No. 2024-1185, establishing a prohibition on residential real property annual rental rate increases (applied only to triplexes and larger) that exceed 60% of the Consumer Price Index or 5%, whichever is lower, and defining a base rent as the rent in effect on June 21, 2023, be adopted?

Shall the measure requiring owners of residential properties of 3 or more units (ADUs exempted) who terminate a tenancy for no tenant fault or lease violation on the tenant’s part, provide measures such as longer notice, payment of relocation benefits if the tenant is required to move, the right to return to the unit upon similar terms if landlord re-rents within 5 years, and requiring payment for temporary tenant displacements, be adopted?

Shall the measure, to levy an annual special parcel tax in the City of San Rafael to fund the construction of a new Albert Park main library and community center, at the rate of $0.145 per square foot of improved building area and $75.00 per vacant parcel, estimated to generate $6,370,000 annually, and continuing for thirty years or until construction bonds are satisfied, be adopted?

To protect against climate impacts and establish funding that cannot be taken by the State of California, shall Bel Marin Keys Community Services District’s measure levying a special tax for 21 years to finance costs of maintaining, improving, acquiring and constructing existing and new infrastructure, including locks and levees, and dredging waterways, at an initial annual rate of $1,800 ($150/month) per taxable parcel (generating $1,263,600 in tax year 2024-25), increasing 2.5% annually thereafter, be adopted?

Shall the appropriations limit established for Marinwood Community Services District pursuant to Article XIII B of the California Constitution be increased over the appropriations limit established by said article for each of the four fiscal years 2024-2025 through 2027-2028 in the amount equal to the revenue received from the special tax for Fire Protection and Emergency Response services previously approved by the voters in November, 2011?

Shall the appropriations limit established for Marinwood Community Services District pursuant to Article XIII B of the California Constitution be increased over the appropriations limit established by said article for each of the four fiscal years 2024-2025 through 2027-2028 in the amount equal to the revenue received from the special tax for Park, Open Space and Street Landscape Maintenance services previously approved by the voters in November, 2015?

To provide critical funding, that can’t be taken by the State, to: maintain library hours and 24/7 online library access; enhance programs for children, teens, adults, seniors; increase book/digital collections; provide free internet access and computers; upgrade library facilities; shall the Marin County Free Library measure be adopted increasing the currently approved library parcel tax to $98 a year, providing $4.7 million dollars annually, for 9 years, with annual adjustments, independent citizen oversight and senior citizen exemptions?

Shall Marin County Open Space District Community Facilities District No. 2022-1 be authorized to (i) issue $23,000,000 in bonds to pay costs to acquire the “Martha Property” on the Tiburon Peninsula and prepay open space bonds, and (ii) levy an annual special tax until the bonds are repaid of $335 increasing 2% annually to initially raise approximately $1,065,000 annually, repay bonds and pay costs of vegetation management for the Martha Property and Old St. Hillary’s Open Space Preserve and District administration, and shall the District’s initial appropriations limit be $3,000,000?

To maintain rapid 9-1-1 emergency response times and preserve the number of on-duty paramedics ready to respond to accidents/medical emergencies, shall the Ross Valley Paramedic Authority measure be adopted continuing for four years the paramedic services special tax of $94.50 per residential living unit or 1,500 square feet of developed nonresidential property, adjusted up to $3 per year, generating approximately $69,000 annually, subject to annual audits, public spending disclosure and all funds for local paramedic services?

To maintain open space, parks, and sustainable agriculture, without increasing tax rates, shall the Marin County measure be adopted to: manage vegetation to reduce wildfire risk and preserve biodiversity; protect streams, baylands, natural areas, wildlife habitat; maintain park facilities; and maintain/ enhance walking, hiking, biking, and equestrian trails; by re-implementing an existing one-quarter cent sales tax, providing $14,000,000 annually, for 9 years, that the state cannot take away, with citizens’ oversight and audits?

Shall Ridgewood Avenue Permanent Road Division impose an immediate special tax on parcels within the Division of $1,620 per parcel per year for 10 years beginning Fiscal Year 2021-2022 and thereafter assess on all parcels $200 per year for ongoing maintenance, with a provision for an annual increase effective July 1 in accordance with the change in the State of California Consumer Price Index for All Urban Consumers for the previous calendar year?

To support coordinated wildfire prevention including early detection, warning and alerts; reducing vegetation; ensuring defensible space around homes, neighborhoods and critical infrastructure; and improving disaster evacuation routes/procedures; shall the Marin Wildfire Prevention Measure, levying up to 10¢ per building square foot tax ($75 per multifamily unit or as described in the full measure) for ten years, providing $19,300,000 annually, with annual inflation adjustments, independent citizen oversight/audits, and low-income senior exemptions, be adopted?

(INITIATIVE) Shall the measure amending the San Geronimo Valley Community Plan and the Marin County Development Code to require voter approval for any change in the primary golf course use of the San Geronimo Valley Golf Course property, and requiring that the County prepare economic and environmental analyses of the proposed change, be adopted?

Shall the appropriations limit established for Marinwood Community Services District pursuant to Article XIIIB of the California Constitution be increased over the appropriations limit established by said article for each of the four fiscal years 2020-2021 through 2023-2024 in the amount equal to the revenue received from the special tax for Park, Open Space and Street Landscape Maintenance services previously approved by the voters in November, 2015?

Shall the appropriations limit established for Marinwood Community Services District pursuant to Article XIIIB of the California Constitution be increased over the appropriations limit established by said article for each of the four fiscal years 2020-2021 through 2023-2024 in the amount equal to the revenue received from the special tax for Fire Protection and Emergency Response services previously approved by the voters in November, 2011?

Shall Inverness Permanent Road Division No. 2 impose a special tax on parcels within the Division of $1,417 per improved parcel and $708 per unimproved parcel per year for 10 years and thereafter assess on all parcels $400 per year for ongoing maintenance, with a provision for an annual increase effective July 1 in accordance with the change in the State of California Consumer Price Index for All Urban Consumers for the previous calendar year?

In order to relieve traffic congestion on Highway 101 and local roads; fix potholes/maintain local roads; improve interchanges/access to/from Highway 101; expand safe routes to schools, including school bus service/funding crossing guards; and, provide local transit, including options for seniors/persons with disabilities, shall Marin County renew the existing half-cent, voter approved sales tax without increasing the current rate, providing $27,000,000 annually for 30 years, with citizens’ oversight, that the State cannot take away?

Shall the measure continuing the special tax for paramedic services for four years in the amount of $79.50 in the first year and increasing $4 annually to a maximum of $91.50 per taxable living unit, or per 1,500 square feet of structure on a developed parcel in nonresidential use, which will annually raise approximately $58,000 beginning in year one, and increasing the appropriations limit by the amount of said tax be adopted?

Shall voters authorize a plan to reduce auto and truck traffic, relieve crowding on BART, unclog freeway bottlenecks, and improve bus, ferry, BART and commuter rail service as specified in the plan in this voter pamphlet, with a $1 toll increase effective in 2019, a $1 increase in 2022, and a $1 increase in 2025, on all Bay Area toll bridges except the Golden Gate Bridge, with independent oversight of all funds?

To support the health, education and safety of underserved children with approximately $12,000,000 in annual local funding the State cannot take away, shall County of Marin expand access to quality preschool education; provide healthcare including early screenings, vision, dental and behavioral/mental health services; expand afterschool/summer learning programs promoting reading/writing/math achievement; and provide affordable childcare for infants, toddlers and young children by enacting a ¼% sales tax for 9 years with independent oversight/audits?

Adoption of Ordinance No. 2016-07-13 to impose a special tax for fire protection, including fuel abatement and emergency preparedness, in the Muir Beach Community Services District. To provide critical funding for fire protection services, including fuel abatement, emergency preparedness and equipment upgrades, shall Muir Beach CSD Ordinance No. 2016-07-13, which imposes an annual $213.00 parcel tax for 10 years with annual CPI adjustment, be approved and shall the Muir Beach CSD appropriations limit be increased by the amount of this voter approved tax?

Shall the special tax for Sheriff deputy patrol services, levied annually upon living units located within CSA 17 (Kent Woodlands), be increased from $260.00 per year to $360.00 per year, subject to an annual inflation adjustment not to exceed 3% per year, for each living unit within that area commencing with the 2016-2017 fiscal year?

Shall a special tax to purchase and install License Plate Readers (LPR) that record the license plates of vehicles traveling through the Kent Woodlands neighborhood so as to deter criminal activities, such as burglary, be levied in the amount of $100.00 for the 2016-2017 fiscal year and then in the amount of $11.00 annually each fiscal year thereafter for maintenance of the LPR upon living units located within CSA 17 (Kent Woodlands area)?

For ongoing maintenance dredging in the principal waterways of Paradise Cay along with the north and south entry channels to San Francisco Bay, shall the existing parcel tax of $1,200 on each original lot be increased to $1,500, providing $204,000 annually for 10 years, commencing in fiscal year beginning July 2017 in County Service Area No. 29, with increases limited to 3% per year?

To protect San Francisco Bay for future generations by reducing trash, pollution and harmful toxins, improving water quality, restoring habitat for fish, birds and wildlife, protecting communities from floods, and increasing shoreline public access, shall the San Francisco Bay Restoration Authority authorize a parcel tax of $12 per year, raising approximately $25 million annually for twenty years with independent citizen oversight, audits, and all funds staying local?

Shall the appropriations limit established for Marinwood Community Services District pursuant to Article XIII B of the California Constitution be increased over the appropriations limit established by said article for each of the four fiscal years 2016-2017 through 2019-2020 in the amount equal to the revenue received from the special tax for fire protection and emergency services previously approved by the voters in November, 2011.

To provide park, open space and street landscape maintenance, shall an ordinance be adopted to replace the existing special tax of $189.56 per parcel with a special tax of $189.56 per unit on each parcel within the Marinwood Community Services District, with an annual cost of living adjustment, and to increase the District appropriations limit by the amount of the proceeds received from the special tax?

To replace Marin County’s aging emergency communications system; reduce 911 response times; improve communications reliability during earthquakes, floods, fires, and other disasters; and ensure reliable com munications among police, fire, and paramedic first responders throughout Marin County, shall an ordinance be adopted authorizing an annual parcel tax for 20 years based on land use, including $29 per single-family home, with public audits, expenditure reports, citizen oversight and low-income senior exemptions?

Shall there be a continuation of the four year special tax for paramedic services in the amount of $57 in the first year and raising the tax $6 annually to a maximum of $75 per taxable living unit, or per 1,500 square feet of structure on a developed parcel in non-residential use, with the appropriations limit increased by the amount of said tax for the next four years?

To provide critical funding to: upgrade local libraries, prevent closures, and maintain library hours; provide children, teen, senior and disabled programs including public education support; maintain books and digital collections; enhance library facilities and ADA accessibility; and ensure local funding can’t be taken by the State, shall Marin County Free Library extend the current approved 2010, $49 parcel tax for 9 years with annual CPI adjustment, including independent citizen oversight and senior citizen exemptions? (2/3 vote)

To enhance local farmers’ contributions to our economy and provide Marin residents access to healthy, locally-grown food, shall Marin County permit the Agricultural Institute of Marin to create a permanent home for the Farmer’s Market at Marin Civic Center, including a market canopy designed to respect Frank Lloyd Wright’s building, accessible to pedestrians, bikes and public transit and an eco-friendly indoor market building not to exceed 30,000 square feet at no cost to Marin taxpayers?

Shall the appropriations limit established for Marinwood Community Services District pursuant to Article XIII B of the California Constitution be increased over the appropriations limit established by said article for each of the four fiscal years 2013-2014 through 2016-2017 in the amount equal to the revenue received from the special tax for park maintenance services previously approved by the voters in March, 2005?

To preserve quality of life and maintain open space, parks, and farmland, with funds that cannot be taken by the State, shall Marin County: Protect streams, baylands, natural areas, and wildlife habitat; Manage vegetation to preserve biodiversity and reduce wildfire risk; Repair and replace deteriorating park facilities; and Maintain and enhance walking, hiking, biking and equestrian trails; by enacting a one-quarter cent sales tax, with a citizens’ oversight committee, annual audits, with all funds spent only in Marin County?

Shall Muir Beach CSD Ordinance No. 2012-1, which imposes an annual special tax of two-hundred ($200.00) dollars for a period of four (4) years, FY 2012-2013, FY 2013-2014, and FY 2014-2015 and 2015-2016, on each parcel within the Muir Beach CSD for fire protection, including fuel abatement and emergency preparedness, be approved and shall the Muir Beach CSD appropriations limit be increased by the amount of this voter-approved tax?
