Shall Measure P (Adding to the Shasta County Charter) be adopted? This measure adds a subsection to the Shasta County Charter. The proposed addition would limit the County’s exercise of eminent domain.

Shall Measure Q (Adding to the Shasta County Charter) be adopted? This measure adds a subsection to the Shasta County Charter. The proposed addition would allow for Members of the Board of Supervisors to appoint or call for a special election to fill an unplanned mid-term vacancy of designated elected department heads.

Shall Measure C (Shasta County Board of Supervisors Term Limits) be adopted? This measure imposes a limit of two terms for persons serving on the Shasta County Board of Supervisors. This term limit shall apply prospectively to terms of office commencing after January 1, 2025.

Shall Measure D (Establishing Shasta County as a California Charter County) be adopted? This measure establishes Shasta County as a California Charter County. The proposed Charter would allow for Members of the Board of Supervisors to appoint or call for a special election to fill vacancy on the Board of Supervisors.

Shall Measure A (Formation of Shasta Fire Protection District) be adopted? This measure establishes a new fire protection district identified as the Shasta Fire Protection District. The new district will provide fire protection services and related services within the district’s boundaries.

Shall Measure B (Special Tax Measure) be adopted? To staff the Shasta fire station with 2 fulltime Firefighters/EMTs and 2 seasonal firefighters, shall an annual special parcel tax of $20 be charged to each taxable parcel within the proposed Shasta Fire Protection District, subject to 2% annual cost of living adjustments, generating $26,000 annually for the proposed District until ended by voters; and if the proposed District is not formed, this revenue may be used by the Shasta County Fire Department?

To provide approximately $31,000,000 annually for the specific public safety purposes of (1) providing funding for County jail facilities, operations, programs, and services, including medication assisted treatment and rehabilitation programs while in custody and also after release, and alternatives to County jail incarceration, (2) providing funding for law enforcement and emergency services (including fire protection) in the unincorporated area of Shasta County and in the Cities of Redding, Anderson, and Shasta Lake, (3) providing funding for criminal prosecutions by the District Attorney, for criminal defense by the Public Defender, and for the duties of Probation as they relate to adult offenders, the measure allows the County of Shasta to enact a one percent (1%) transactions and use tax throughout the entire county. The measure creates an Oversight Committee and an annual audit requirement detailing how the funds have been spent. The tax will be in effect until reduced or repealed by the Board of Supervisors by a 4/5 vote.

Shall Ordinance SCC 2014-02 (Medical Marijuana Cultivation in the County’s Unincorporated Area) be Adopted? Amends current Shasta County medical marijuana cultivation restrictions for the County’s unincorporated area to, among other things: (1) prohibit the outdoor cultivation of marijuana, (2) limit the cultivation of marijuana per premises to a total of twelve plants within a structure that is detached from and accessory to a residence of a qualified medical marijuana patient or primary caregiver of a qualified medical marijuana patient, (3) prohibit the unlawful surface drawing of water and unlawful discharges of water related to marijuana cultivation, (4) require that if the person cultivating marijuana is not the owner of the property, notarized statements from all legal owners consenting to the cultivation must be obtained, (5) make any violation of the marijuana cultivation restrictions a misdemeanor, and (6) amend residential accessory building requirements.

(INITIATIVE) Shall the Chum Creek Bottom Agricultural Lands General Plan Amendment Initiative Be Adopted? Imposes the following restrictions in the Shasta County General Plan that may not be amended except by the voters of Shasta County: (1) until December 31, 2036, precents changes to the designations of land in the Chum Creek Bottom area designated as agricultural lands (A-C or A-cg) on the General Plan Map, adopted by the Board of Supervisors in 1984 and in effect at the time of the initiative, with certain limited excpetions; (2) until December 31, 2036, prevents agricultural lands in the Chum Creek Bottom area from being reviewed every five years for possible land use changes; (3) strictly limits commercial development in the Chum Creek Bottom area to those parcels designated as "commercial" (C) and located immediately adjacent to the I-5 interchange/Knighton Road intersection; and (4) exempts from its coverage any project that has obtained a vested right pursuant to state or local law, any project for the construction of public schools or public parks, and any land that, under state or federal law, is beyond the initiative power of local voters.

Shall Resolution 2011-091 (General Plan Amendment 08-002) be Adopted? Allows development of the Knighton & Chum Creek Commons Retail Center by changing the land use designation in the Shasta County General Plan from Part-Time Agricultural (A-cg) to Commerical (C) on approximately 86 acres in the Chum Creek Bottom area.
