To improve local schools with funds that cannot be taken by the State and spent elsewhere, shall Salinas City Elementary School District’s measure to replace deteriorating roofs; repair leaking pipes and outdated plumbing; renovate classrooms; and replace aging electrical wiring be adopted authorizing $74.5 million of bonds with legal rates, levies below $30/ $100,000 of assessed valuation (averaging $3.9 million/ year while bonds are outstanding), annual audits, independent citizen oversight and eligibility for state matching funds?
