Santa Barbara County

To fund local services such as: maintaining 911 emergency communications; gang prevention; repairing deteriorating bridges, potholes, roads, transportation infrastructure; protecting groundwater; addressing homelessness; and general county services/purposes, shall the ordinance increasing Santa Barbara County's Transient Occupancy Tax (paid only by hotel/ short-term rental guests), in unincorporated areas (excluding cities), from 12% to 14%, providing approximately $3,000,000 annually until ended by voters; requiring public audits; all funds locally controlled, be adopted?

Shall the ordinance of the Board of Supervisors to create an eleven-member independent redistricting commission to adjust the boundaries of the County supervisorial districts by adding Section 2-10.9A to the Santa Barbara County Code be adopted?

(INITIATIVE) Shall the measure adding Section 2-10.91 to the Santa Barbara County Code to create an Independent Redistricting Commission to adjust the boundaries of the supervisorial districts be adopted?

Shall the measure adding Chapter 50A to The Santa Barbara County Code imposing a Cannabis Operations Tax on cannabis operators within unincorporated areas of the County upon their gross receipts with rates of 1% on nurseries and distributors, 3% on manufacturers, 4% on cultivators and 6% on retailers and microbusinesses, estimated to raise $5 to $25 million annually for general governmental purposes such as law enforcement, health care, parks, roads and others, with no end date, be adopted?

In order to have uniformity with local cities’ hotel tax rates of 12% (Buellton, Carpinteria, Goleta, Solvang, and Santa Barbara) and for general county purposes such as law enforcement, parks, recreation, facility and road maintenance, and others, shall an ordinance amending Santa Barbara County Code Section 32-12 increasing the transient occupancy tax rate (paid by persons renting accommodations for 30 days or less) in the unincorporated areas of the County from 10% to 12% be adopted?

Shall the formation of the Isla Vista Community Services District pursuant to Government Code Section 61250 with a provisional appropriations limit of $640,000 be approved?

If the Isla Vista Community Services District is formed, shall a utility user tax to be imposed by the District on the utilities of gas, water, electricity, sewage, and/or garbage disposal services at the rate of 8% of the total cost of an individual’s service charge for the utility being taxed be approved?

Shall the ordinance to amend Section 32-12 of the Santa Barbara County Code to increase the Transient Occupancy Tax rate from 10% to 12.5% upon transients occupying defined hotels located only within the unincorporated areas of the County be adopted?

Shall the ordinance amending Santa Barbara County's Comprehensive Plan and County Code -- to prohibit on all lands within the unincorporated County, with certain exemptions, the construction or use of any facility, appurtenance, or aboveground equipment supporting certain petroleum operations, including but not limited to: hydraulic fracturing; acid well stimulation; or aiding hydrocarbon flow into a well by injecting water, natural gas, steam, air, carbon dioxide, nitrogen, chemicals or other substances -- be adopted?

(INITIATIVE) Shall the County Facilities Maintenance Ordinance requiring the County to keep County owned roads, parks and buildings in their current condition or better be adopted?
