(INITIATIVE) Shall an initiative be adopted to amend the County General Plan to require voter approval before re-designating (changing) Agricultural, Rural or Rangeland to other uses, and to remove the Commercial Regional Designation from four Highway 101 nodes?

(ADVISORY) To keep Hazel Hawkins Hospital public and under local control, shall the County of San Benito establish an agreement with the San Benito Health Care District and other interested jurisdictions to form a partnership in the form of a Joint Powers Authority to operate the hospital?

Shall Ordinance NO. 1024, “An Ordinance of San Benito County Board of Supervisors Regarding Term Limits for Members of the Board of Supervisors”, which establishes a lifetime term limit of three terms for persons first assuming office on or after January 1, 2023, and two additional terms for any Board member who has previously served a term in office, be adopted?

(INITIATIVE) Shall an initiative measure be approved to amend the San Benito County General Plan to remove the commercial thoroughfare and commercial regional node land use designations from the General Plan text and maps and require a vote of the people for future amendments redesignating Agriculture, Rangeland, or Rural land use designations for other uses (e.g. residential, commercial, industrial, landfill), with limited exceptions, through 2050?

(INITIATIVE) Shall an initiative measure be adopted to amend San Benito County General Plan Health and Safety Element Policy HS-6.9 to establish a 3.5-mile radius buffer around the TriCal Property on Highway 25 that is authorized to handle bulk scale potentially hazardous chemicals such as chloropicrin or methyl bromide (or similar soil fumigants); to expand the list of specified new sensitive uses prohibited within the buffer zone to include retail, office, hospitality, manufacturing, and other commercial or industrial uses; and to adopt specified implementation measures?

(INITIATIVE) Shall an initiative enacting the Strada Verde Specific Plan, and making County General Plan and Zoning Code Amendments for approximately 2,777 acres of agricultural land in northwest San Benito County, allowing various uses (including Research/Development, Automotive Testing/Tracks, Distribution, Offices, Business/Professional Services Commercial, Light Industrial, Hospitality, Retail, and Public/Private Services) and requiring the creation of a 209.5 acre Pajaro River Park and preservation of 561.7 acres exclusively for agriculture be adopted?

Shall Ordinance No. 991, An Ordinance of the Board of Supervisors of the County of San Benito Amending the San Benito County Code to add text relating to the “Regional Commercial (C-3) District” be adopted?

Shall the voters authorize a San Benito County Roads and Transportation Safety and Investment Plan to: repair potholes and maintain roads; widen Highway 25 to relieve traffic congestion and make it safer; improve pedestrian, bicycle, and transit options; and, qualify for state and federal matching funds by enacting a one cent sales tax, raising approximately $16,000,000 annually over 30 years, with annual audits, independent oversight, all funds spent locally, and a detailed expenditure plan?

To provide and increase law enforcement, fire services, road maintenance, and other local governmental services, shall the proposed business license tax ordinance be adopted and enacted to impose a business license tax at a rate of $30 to $118 per business, $.66 to $7.80 per employee, and $.10 per ton of minerals depleted, indexed by a COLA, in the unincorporated area of San Benito County?

Shall an ordinance reauthorizing the San Benito County Vehicle Abatement Program and imposing associated vehicle registration fees ($1.00 per vehicle and an additional $2.00 for certain commercial vehicles) for a ten-year term under California Vehicle Code Sections 9250.7 and 22710, or any successor statutes thereto, for the purposes of removal and disposal of abandoned, wrecked, dismantled, or inoperative vehicles, be adopted?

To provide and increase County services, such as law enforcement, fire, economic development, roads, and other essential local governmental functions, shall the ordinance to amend the San Benito County Code to (1) increase the Transient Occupancy Tax rate from eight (8%) to twelve (12%) percent upon persons occupying hotels within the County’s unincorporated area and (2) to amend the definition of “operator”, which revenue can be spent for unrestricted general revenue purposes, be adopted?

Shall an ordinance adding Article V of Chapter 5.03 to the San Benito County Code imposing a tax upon cannabis business activities in the unincorporated area of the County based on square footage or gross receipts rates: $3-$17 per ft.2, increased annually based on Consumer Price Index, on cultivators: .5%-4% on distributors/laboratories, 2.5%-4% on manufacturers, .5%-8% on retailers, and 2.5%-5% on microbusiness, which revenue can be spent for unrestricted general revenue purposes, be adopted?

Shall the voters authorize implementing the San Benito County Transportation Safety and Investment Plan to: (1) Repair and maintain roads; (2) Improve safety and relieve congestion on Highway 25; (3) Improve safety and traffic flow on local roads; (4) Increase bicycle and pedestrian safety; and (5) Improve transit services for youth, seniors, and people with disabilities by enacting a half cent sales tax, raising approximately $8 million annually over 30 years, with annual audits by an independent oversight committee?

Should the San Benito County Vehicle Abatement Program and associated vehicle registration fees ($1.00 per vehicle and an additional $2.00 for certain commercial vehicles) be renewed for a 10-year term under California Vehicle Code Sections 9250.7 and 22710, or any successor statutes thereto, for the purposes of removal and disposal of abandoned, wrecked, dismantled, or inoperative vehicles?

Shall the ordinance, approved for submittal to the voters by San Benito County Resolution 2014-74, be adopted to amend the San Benito County Code to (1) increase the Transient Occupancy Tax rate from eight (8%) to twelve (12%) percent upon persons occupying hotels within the County’s unincorporated area and (2) amend the definition of “operator”, so the tax is collected by all persons receiving consideration from the rental, including on-line hotel brokers and vacation rental agencies?

(INITIATIVE) Shall San Benito County's General Plan be amended to ban High-Intensity Petroleum Operations (such as hydraulic fracturing, also known as fracking, acid well stimulation, and cyclic steam injection, but not Low-Intensity Petroleum Operations) throughout all unincorporated areas, and all Petroleum Operations in residential general plan designations of Rural, Rural Transitional, Rural Residential, Rural/Urban, and Sphere of Influence Rural/Urban, with related zoning changes to implement the new General Plan policies?

Should the San Benito County Vehicle Abatement Program and associated vehicle registration fees (one dollar per vehicle and an additional two dollars for certain commercial vehicles) be renewed for a 10-year term under California Vehicle Code Sections 9250.7 and 22710, or any successor statutes thereto, for the purposes of removal and disposal of abandoned, wrecked, dismantled, or inoperative vehicles?
