Shall the order adopted on May 15, 2024, by the Kern County Local Agency Formation Commission ordering the formation of a district in the territory described, known as the Lost Hills Community Services District and the dissolution of County Service Area 91 be conditionally approved subject to the terms and conditions specified in the order?

Shall the measure limiting members of the Kern County Board of Supervisors to serving a maximum of two four-year terms, which applies prospectively so that any current or former supervisor is prohibited from serving more than two additional terms, and which may only be amended by a majority vote of the Kern County voter be adopted?  

To maintain vital local services such as law enforcement, fire, medical emergency 911 response; crime prevention; recruiting/retaining firefighters/sheriff deputies; attracting industries/jobs; addressing mental health/addiction challenges; for general government use; shall the measure be adopted establishing a 1¢ sales tax in unincorporated Kern County, providing approximately $54,000,000 annually until ended by voters; requiring audits, oversight/public spending disclosures, and no money for the State?

Shall the Gate Operations Special Tax Ordinance imposing a flat tax on each parcel of real property within the Bear Valley Community Services District at a maximum rate of $185 per parcel, per year, and with an annual inflationary adjustment not to exceed two percent (2%) per year for the purpose of paying gate personnel, administration and operational costs, including the cost of associated gate equipment and facilities, which is estimated to generate $665,000 annually until amended or repealed, with regular financial audits, be adopted?  

Shall the Police Services Special Tax Ordinance imposing a flat tax on each parcel of real property within the Bear Valley Community Services District at a maximum rate of $500 per parcel, per year, and with an annual inflationary adjustment not to exceed two percent (2%) per year for the purpose of paying Bear Valley Police Department personnel, administration and operational costs, including the costs of associated Police Department equipment, supplies, and support facilities, which is estimated to generate $1,800,000 annually until amended or repealed, with regular financial audits, be adopted?  

Shall County adopt the ordinance proposed by Initiative, Medicinal Cannabis Measure, allowing medicinal cannabis retail, cultivating and manufacturing; allow medicinal cannabis retail operating before January 1, 2018 to reopen, relocate, and expand in unincorporated area, subject to state licensing requirements and 1000 foot setbacks from legal medicinal shops and schools; allow activity without conditional use permit; and allow County to levy perpetual 3.75% special business tax per every $1000.00 of gross income {fiscal impact unknown}?

Shall County adopt the ordinance proposed by County, Kern Medicinal Cannabis Retail Store Initiative, allowing and regulating medicinal cannabis in unincorporated area, subject to conditional use permit after public hearing, state licensing requirements, setbacks of 1000 feet from legal medicinal shops, schools, public parks, youth centers, libraries, churches, city limits, or 350 feet from any residence; and levying a perpetual 3.5% general purpose business tax per every $1000.00 of gross income [fiscal impact unknown]?

To improve county services in the unincorporated area of Kern County including public safety and protection, parks, code enforcement, roads and libraries, shall a 1% (1 cent) general purpose sales tax be adopted in the unincorporated area with the estimated $35 million in annual revenue to be used for general purposes in the unincorporated area only with input from a citizen advisory committee comprised of residents of the unincorporated area?

(INITIATIVE) Shall County adopt the ordinance proposed by initiative petition and known as Medicinal Cannabis Measure to retain the ban on commercial adult-use cannabis activity; allow and regulate commercial medicinal cannabis cultivation, manufacturing, testing, retailing, distribution, and microbusiness in the unincorporated area, subject to State licensing requirements; allow unlimited land use permits for such activity; and allow County to levy a perpetual 7.5% business tax on the adjusted gross income of such activity [fiscal impact unknown]?

(INITIATIVE) Shall County adopt the ordinance proposed by initiative petition and known as Kem Regulation and Taxation of Cannabis Act of 2018 to allow and regulate commercial medicinal and adult-use cannabis retailing, testing, cultivation, processing, packaging, and distribution in the unincorporated area, subject to State licensing requirements; impose permit fees on cannabis businesses; allow no more than 35 dispensary permits; and levy a perpetual 5% annual tax on the gross receipts of dispensaries [fiscal impact unknown]?

Shall the Kern County Board of Supervisors enact a 0.125 percent (1/8 cent) transactions and use tax on all qualified retail sales within the County of Kern, for the benefit of the Kern County Public Library system, in accordance with California Revenue and Taxation Code §7286.59?

To maintain police services, may the Bear Valley Community Services District increase the voter-approved annual special tax on each parcel within the District, for the limited purpose of paying salaries and benefits to Bear Valley Police Department personnel, by $167, from $80 to $247 beginning on July 1, 2016, subject to an annual cost of living adjustment not to exceed 3% as provided in Board Resolution 15/16-27?

Shall the Stallion Springs Community Services District levy an annual special tax beginning with fiscal year 2017 of up to $50 per parcel for the sole purpose of funding police protection services, all as provided in District resolution 2015-08?

Shall the Stallion Springs Community Services District levy an annual special tax beginning with fiscal year 2013 of up to $120 per parcel for the sole purpose of funding police protection services, all as provided in district resolution 2013-02?

Shall an ordinance be adopted that increases the number of eligible persons certified for appointment from an eligible list from the three (3) highest eligible persons to the seven (7) highest eligible persons whenever a position in the classified service is sought to be filled through open examination, and allows for an additional two (2) eligible persons to be certified for appointment for each additional position sought to be filled through open examination?

Shall an ordinance be adopted that authorizes the Civil Service Commission to establish entry level probationary periods of either six (6) or twelve (12) months for appointees depending on job classification, and to establish a twelve (12) month promotional probationary period for promotions between two different job families?

Shall an ordinance be adopted that extends the period an employee has to appeal a disciplinary action, such as dismissal, suspension, or reduction in rank or compensation, from five (5) business days to ten (10) business days?

Shall a County zoning ordinance be adopted that amends Title 19 of the Ordinance Code to restrict the location of Medical Marijuana Dispensaries to Medium (M-2 PD) and Heavy (M-3 PD) Industrial Districts and to require them to maintain a distance of at least one (1) mile from all schools, daycare centers, parks, churches, and other Medical Marijuana Dispensaries, and to require them to operate in compliance with development and performance standards?
