Shall a measure to impose a special parcel tax on non-exempt property at $0.017 per lot square foot to repair and upgrade public sidewalks and pathways to improve safety and accessibility, replacing the existing special parcel tax imposed for sidewalk repair, subject to an annual consumer price index adjustment up to 3%, capped for larger parcels at a maximum $6,000 tax per parcel, providing an estimated $392,282 annually, until June 30, 2035, be adopted?

To fund local tenant rental assistance programs, residential rental code enforcement, legal assistance for tenants and landlords, and to support rental providers to avoid financial hardship, shall a measure establishing a supplemental special business license tax on residential rental businesses of 0.36% of gross receipts for renting four or fewer units in the City and 1% of gross receipts for renting five or more units, providing approximately $475,000 annually until ended by voters, be adopted?

Shall the City Charter of Albany be amended to delegate the authority to appoint City officers and department heads from the City Council to the City Manager, except for the City Attorney, who would still be appointed by the City Council, and delegate authority for organizing the City to the City Manager?

Shall the City Charter of Albany be amended to eliminate the requirement that officers as determined by the City Council execute a bond before entering upon their official duties?

Shall the City Charter of Albany be amended to remove the exception for school purpose bonds from the City's bonding limit and clarify that the City's bonding limit is the lesser of (i) 15% of the assessed valuation of the property in the City subject to direct taxation or (ii) the statutory maximum amount?

Shall the City Charter of Albany be amended to allow Albany residents to vote for local candidates and ballot measures in municipal and school district elections if they are U.S. citizens, at least 16 years old and registered to vote, once the City Council and School Board, respectively, determine that including 16- and 17-year old voters in such elections will be cost-effective and feasible, and to repeal older Charter language about former elected officers?

To maintain and enhance local paramedic, advanced life support, firefighting services, firefighting equipment and ambulance service; shall a measure repealing the current two special emergency services taxes and adding a new Emergency Medical Services, Advanced Life Support, and Fire Protection Special Tax on residential and commercial property at $0.074 per square foot of land, providing $1,950,000 annually, subject to CPI adjustment, until ended by voters, exempting very low-income residents, with annual independent audits, be adopted?

Shall a measure be adopted to change the current method of electing City Council and Board of Education Members from obtaining a plurality of votes to Ranked Choice Voting, in order to make Albany's elections more representative of the votes and preferences of its voters?

To support City of Albany general services, with funding that cannot be taken by Sacramento, including: emergency response services, environmental programs, community services and local business programs, shall a measure increasing the City's real property transfer tax rate from $11.50 to $15.00 per $1,000 purchased, providing an additional $392,000 annually, until ended by voters, with all funds remaining local be adopted?

To support City of Albany general services including: disaster and emergency preparedness, reducing greenhouse gas emissions, emergency response and environmental sustainability, shall a measure increasing the City's utility users' tax from 7% to 9.5% for gas and electric service, and applying the tax to water service at 7.5%, providing an additional $675,000 annually until ended by voters, exempting self-generated energy, exempting low-income households, requiring independent audits, with all funds remaining local be adopted?

To maintain City of Albany paramedic, advanced life support, fire engine and ambulance service, with funding that cannot be taken by Sacramento; shall a measure increasing the annual current paramedic advanced life support fire engine and ambulance service special tax from $23.66 to $68 per assigned residential unit, providing an additional $359,600 annually until ended by voters, exempting very low-income residents, with annual independent audits, with all funds remaining local, be adopted?

To continue providing and maintaining essential City services, such as: fire and police protection, public safety and emergency response, facilities maintenance, and environmental preservation, shall the City of Albany measure making its existing one-half cent transactions and use (sales) tax permanent, providing $1.4 million annually for unrestricted general revenue purposes, without increasing the rate, with annual independent audits, and all funds spent only in Albany, be adopted?

To maintain and improve park and open space facilities, with funding that cannot be taken by Sacramento, including maintaining: City parks, ballfields, play structures, picnic areas and restrooms; vegetation management to prevent wildfires; creek habitat; and Albany Hill open space; shall the City of Albany measure levying an ongoing park and open space parcel tax with a typical rate of $69 for a single-family residence, providing $463,675 annually, exempting low-income residents, with annual independent audits, be adopted?

Shall Section 3.01 of the Albany City Charter be amended, as set forth in the voter pamphlet, to provide that the City Treasurer shall be appointed by the City Council effective December 10, 2020, or sooner if there is a vacancy in the office?

Shall an ordinance authorizing the Albany City Council to amend the residential parking requirements established by Measure D (enacted by the Albany voters in 1978), after following the normal procedures for amending City Zoning Ordinances, be adopted?

Shall an ordinance enacting a one cent per ounce general tax, providing approximately $223,000 annually with no expiration date, on the distribution of sugar-sweetened beverages and sweeteners used to sweeten such drinks, but exempting: (1) sweeteners typically used by consumers and distributed to grocery stores; (2) drinks and sweeteners distributed to small retailers; (3) milk products, 100% juice, baby formula, alcohol, or drinks taken for medical reasons, be adopted?

To repair and upgrade aging and deteriorating public sidewalks and remove obstructions so that Albany sidewalks are safe and accessible by pedestrians, including people with disabilities that affect mobility, shall the City of Albany enact a special parcel tax ($38.65 annually for most single family parcels, other parcel types at specified rates) for 10 years providing approximately $203,000 annually, with annual public reports and all proceeds to be spent in Albany?

Shall the Albany City Charter be amended to authorize the City Council to establish procedures for filling a vacancy in an elective office by appointment, permit quarterly meetings of the Police and Fire Pension Board and change eligibility requirements for Board members, authorize the City Council to set fees for copies of official records, make the language within the Charter gender neutral, and make numerous other administrative, technical and clarifying changes? 

Shall the Albany City Charter be amended to dissolve the City’s Civil Service Board and to add a definition for the term “classified service”? 

Shall the Albany City Charter be amended to remove term limits for the Albany Unified School District School Board of Education Members, this provision to take effect on January 1, 2023?
