Shall the City of Arcata continue to impose a three percent (3%) utility users tax on the ordinary use of utility services in the City, including gas, electric, water, wastewater, and communications services; and, continue to impose an electricity users tax at the rate of 45% on residential customers whose electricity usage exceeds 600% over the established Baseline Allowance with a sole exception for households receiving an extended Medical Baseline from the electricity service supplier; automatically terminating in 14 years on November 30, 2036?

(INITIATIVE) Shall the City of Arcata enact the proposed ordinance entitled: Initiative to Enact Ordinance Requiring That Earth Flag Is Flown at Top of Flagpole? If adopted, this initiative would require the City of Arcata to fly the "Earth flag" above all other flags, including the official flags of the United States of America and the State of California, at the top of all City-owned flagpoles.

To protect and preserve natural open space areas for future generations by: improving and maintaining parks, open spaces and trails; protecting land around creeks, rivers and streams to prevent pollution and improve water quality; protecting redwood forests, wildlife habitat, working lands, scenic hillsides, and agricultural land; expanding public access and trail systems; shall the City of Arcata levy a special tax of $37 annually per parcel providing approximately $175,000 annually until ended by voters, with citizen oversight and all funds benefitting local open space, as set forth in City Council Resolution 190-68?”

Shall private and public entities be authorized to develop, construct, or acquire up to 7.5% of the total number of housing units in the City of Arcata for elderly, disabled and alter-abled, and low-income households, pursuant to Article XXXIV of the California Constitution? An affirmative vote on this measure has no fiscal impact, nor does it grant approval for any specific project. If approved, this measure would rescind and replace the 1992 Measure L, which authorized a limit of 5%.”

(INITIATIVE) Shall the initiative measure, ‘An Initiative to Prohibit the Modification and/or Destruction of the President William McKinley Statue and its Base and/or the Relocation from Its Historic Place in the Center of the Arcata Plaza,’ be adopted?

Shall the City of Arcata continue to impose a three percent (3%) utility users tax (Resolution No. 156-63) on the ordinary use of utility services in the City, including gas, electric, water, wastewater, and communications services, and automatically terminating in eight years, separate from and without impacting the City's excessive electricity users tax?

(INITIATIVE) This Initiative makes a declaratory statement that within the City of Arcata, corporations are not natural persons and are not entitled to the protections granted by the United States Constitution to natural persons. The stated purpose of this Initiative is a long-term goal of changing federal and/or state law to be consistent with this understanding of corporations.

Shall the City of Arcata impose an electricity users tax rate of 45% on residential customers whose electricity usage exceeds 600% over the established Baseline Allowance with sole exemption for households receiving an extended Medical Baseline from the electricity service supplier, and automatically terminating in twelve years (City of Arcata Resolution No. 112-52)?
