Shall the measure enabling the City of Calistoga to acquire, control and maintain the Napa County Fairgrounds for public use and benefit by levying a maximum annual special tax of $0.32/building square foot (single-family/condo), $1.42/building square foot (lodging), plus other rates for commercial/industrial, rural, undeveloped, multi-family, mobile home, and ADU properties, increasing 2% annually thereafter, generating approximately $4,000,000 per year initially, and authorizing bonds/appropriations limit up to $27,500,000 with the bond authorization expiring in 37 years, be adopted?

To increase, improve and preserve affordable and workforce housing in the City of Calistoga, shall an ordinance be adopted to levy an ongoing transient occupancy tax (hotel tax) of 1% on hotel charges to visitors of 30 days or less, increasing the maximum hotel rate from twelve percent (12%) to thirteen percent (13%), with all revenue from the new tax (estimated: $512,325 annually) to be restricted to providing programs and services for affordable and workforce housing?

Shall Resolution 2012-062, a general plan amendment approved by the City Council to establish a planned development overlay and certain planned development goals for the property generally located at 515 Foothill Boulevard, Calistoga, which will allow the development of the Enchanted Resorts resort and residential project, be adopted?

Shall Ordinance No. 681 approved by the City Council be adopted to establish certain planned development regulations for the property located on and near 400 Silverado Trail, Calistoga which will allow the development of the Silver Rose resort and residential project?
