City of Chico

To support vital city services including: maintaining/repairing streets, storm drains, sidewalks, and fixing potholes; addressing homelessness; protecting 911 emergency response times; preserving the number of on‐duty police officers and fire fighters; maintaining/improving Bidwell Park, neighborhood parks, and funding other general services and essential activity; shall an ordinance establishing a l percent sales tax, providing approximately $24,000,000 annually until ended by voters, subject to annual audits, with all funds staying local, be adopted?

Shall an ordinance which requires the City of Chico be held to abide by the same public nuisance laws it imposes on private landowners by establishing a right for residents uniquely harmed by a public nuisance to demand the abatement of public nuisances by the City on City-owned public property; and requires the City to respond to the demand by abating the alleged nuisance or providing the reason for its refusal, limited to prescribed justifications, be adopted?

Shall Sections 402, 500 and 600 of the Chico City Charter be amended to provide for nomination and election of City Council Members by Council District instead of at‐large voting, with Council District boundaries drawn to be as nearly equal in population as practical after each decennial federal census in compliance with state law?

Shall Section 403 of the Chico City Charter be amended to remove the requirement that candidates for City Councilmember be over the age of twenty‐one (21) years at the time nomination papers are issued?

Shall Section 401 of the Chico City Charter be amended to limit the members of the Chico City Council to no more than three (3) consecutive terms?

Shall Section 602 of the Chico City Charter be amended to change the time of the City Council Meeting held on the first Tuesday in December of each even-numbered year from 7:30 p.m. to 6:00 p.m.? 

Shall Section 1110 of the Chico City Charter be amended to allow for notice of intention to receive proposals for public works contracts to be provided on the city's website or other approved methods?

Shall Section 1114 of the Chico City Charter be amended to permit the council to contract with a newspaper for publication of legal notices and official advertisements without advertising for the contract when there is only one newspaper of general circulation in the City?

Shall an ordinance be adopted to amend the City's Telephone User's Tax in order to: 1) reduce the tax rate from 5% to 4.5%; 2) modernize the definition of telephone communication services subject to the tax to include new technologies such as wireless and voice over internet services; 3) apply the tax to all telephone communications services regardless of the type of technology used; and 4) reflect changes to federal and state law?

Shall a resolution be adopted which supports an amendemnt to the United States Constitution to establish that corporations are not entitled to a constitutional right ot political free speech and that the expenditure of money by corporations to support or oppose political campaigns is not entitled to the free speech protections of the First Amendment and should be regulated, limited and clearly disclosed.

Shall Section 605 of the Charter of the City of Chico be amended to provide that the City Clerk shall be appointed by the City Council?
