Shall the measure amending Eureka's General Plan, creating an overlay designation for downtown that limits 21 City-owned lots, with exceptions, to parking at or above the current capacity and high-density housing, and creating an overlay designation for the former Jacobs Middle School site, allowing housing, public, quasi-public, and commercial uses, with at least 40% of non-public use area dedicated to high-density housing, be adopted?

Shall Sections 202 and 207 of the Eureka City Charter be amended to require the Eureka City Council to adopt an ordinance providing for ranked choice voting for offices of Mayor and Councilmembers?

To maintain police, fire, 911 emergency medical response; youth/senior services; local business and jobs support; street repair/road safety; community health services; homeless prevention programs; parks and recreation; and other essential services; shall an ordinance renewing the City of Eureka’s voter-approved sales tax at the 1.25c rate be adopted until ended by voters, providing an estimated $9,600,000 annually, with independent citizen oversight, annual audits, and all funds spent to benefit local residents?

Shall the Eureka Municipal Code be amended to add a one-quarter of one percent supplemental transaction and use tax to fund street, road, and alleyway maintenance and pothole repair, raising approximately 2.2 million dollars annually, with the following restrictions? - The tax will expire after twenty years, unless reauthorized by voters. - A citizens’ oversight committee shall be established to conduct annual audits of all expenditures generated by the tax to ensure fiscal accountability and public participation.

Shall the 250 limit on dwelling units for living accommodations for low income persons and families and for the blind, elderly and disabled to be developed, constructed or acquired by public bodies within the City of Eureka be amended to provide that the number of low-income rental units authorized shall be limited in any year to three percent (3%) of the total number of housing units existing in the City of Eureka during that year?

Shall Section 201 of the Charter of the City of Eureka be amended to allow voters to elect a City Councilmember to represent them from the ward in which the residents are registered to vote?

Shall the Eureka Municipal Code be amended to extend a one-half of one percent (0.50%) supplemental transaction and use tax to fund essential services such as police, fire medical response, street maintenance, environmental programs, zoo, parks and recreation with the following restrictions? The supplemental transaction and use tax will expire after five years, unless reauthorized by the voters. A citizen's oversight committee shall be established to conduct annual audits of all expenditures generated by the tax to ensure fiscal accountability and public participation.

Shall an ordinance be adopted that (1) requires (a) payment of minimum wages in Eureka at $12.00 per hour for employers with 25 or more employees (including Welfare-to-Work Programs) with an annual increase, if any, based on the Consumer Price Index beginning at the ninetieth (90th) day after certification; (b) City Attorney enforcement through fines, penalties, or civil actions; (c) City Council authority to amend the ordinance with regard to implementation or enforcement; and (d) voter approval of substantive changes to the ordinance; and (2) allows private enforcement through civil actions?
