City of Half Moon Bay

To help the City of Half Moon Bay maintain financial stability and essential services, such as maintaining 911 emergency response times, sheriff patrols, and disaster/emergency preparedness; keeping public places safe, healthy, and clean; reducing traffic congestion; and maintaining youth and recreation programs, shall a measure establishing a half-cent (0.5%) sales tax, providing approximately $2,000,000 annually for general revenue purposes until ended by voters, with annual audits/locally controlled funding, be adopted?

To support financial recovery/stability and maintain services, including: 9-1-1 emergency response; disaster preparedness; supporting local businesses/residents; and keeping public areas healthy/safe, shall the measure increasing, until ended by voters, the transient occupancy tax from 12% to 14% on July 1, 2021, and to 15% on July 1, 2022 (paid only by hotel/lodging guests), providing approximately $1,500,000 annually in locally controlled funding for general revenue purposes, be adopted?

Shall an ordinance be adopted to tax any cannabis business operating within the City at annual rates not to exceed $2.00 to $10.00 per square foot for cultivation (inflation adjustable), and 6% of gross receipts for retail, 2.5% for testing, 3% for distribution, and 4% for manufacturing, levied until repealed, estimated to raise at least approximately $64,000 annually from deliveries and potentially more if other businesses are allowed, to fund general City services and expenses?

(ADVISORY) Should the City draft and adopt an ordinance to allow and regulate commercial, greenhouse cultivation of mature cannabis plants on existing greenhouse sites in the City's A-1 (Agricultural/Exclusive Floriculture) Zoning District?

Shall the measure, an ordinance to allow and regulate commercial, greenhouse nursery cultivation of immature cannabis plants on existing greenhouse sites in the City's A-1 (Agricultural/Exclusive Floriculture) Zoning District for cannabis nurseries that receive a license from the City Council and comply with specified standards, be adopted?

(ADVISORY) Should the City draft and adopt an ordinance to allow and regulate commercial manufacturing of cannabis products on sites in the City's IND (Industrial) Zoning District and/or on existing greenhouse sites in the City's A-1 (Agricultural/Exclusive Floriculture) Zoning District?

(ADVISORY) Should the City draft and adopt an ordinance to allow and regulate retail sales of cannabis and cannabis products at up to two locations within the city?

Shall the 'Taxpayer Protection Act' be adopted as the official policy of the people of Half Moon Bay?

To provide additional funding exclusively for the City of Half Moon Bay that can be used to substantially fund our new Library, upgrade Smith Field and other recreational facilities, repair city streets, improve youth and senior services, and invest in opportunities to enhance our quality of life, shall the expiration date of half-cent general sales tax approved by Half Moon Bay voters in 2012 be extended for 3 years, to April, 2019, with continued oversight by a citizens’ committee?

Shall an ordinance be adopted establishing the Main Street Bridge Safety and Accessibility Act as the official policy of the people of the City of Half Moon Bay?

Shall an ordinance be adopted establishing the Main Street Bridge Preservation Act, amending the Local Coastal Program Land Use Plan and Zoning Regulations of the City to prohibit demolition or enlargement of the Main Street Bridge unless approved by the City Council and a majority of voters in a subsequent ballot measure?

To provide funding only for the City of Half Moon Bay that can be used to enhance our Library, increase street maintenance, improve senior services, invest in business development and tourism, improve Smith Field recreational facilities, help fund the new Main Street bridge and improve other general city services, shall the City of Half Moon Bay pas a temporary half-cent general sales tax that will expire after 3 years, with citizens' oversight?
