City of Hermosa Beach

Shall the measure protecting essential services such as police, crime prevention, parks, streets and sidewalks, beaches, cleaning of public areas, addressing homelessness, schools, supporting local businesses, and for other general governmental use by enacting a 3/4¢ transaction and use (sales) tax providing approximately $3,000,000 annually, with a sunset clause 20 years from the effective date, or until ended by voters, with annual audits, a citizen oversight committee and all funds staying local, be adopted?

To maintain Hermosa Beach’s long-term financial stability with locally controlled funds, to be used for programs such as public safety/911 response, enforcement against property crime; street/pothole repair; protection of beach/coastal waters; school safety; cleaning of public areas; retention/attraction of local businesses; homeless services and for general governmental use; shall an ordinance be adopted establishing a ¾¢ sales tax requiring public spending disclosure/independent audits, generating approximately $3,000,000 annually until ended by voters?

(INITIATIVE) Shall an ordinance proposed by initiative petition be adopted that repeals the City’s existing ban on cannabis businesses and allows by City-approved permit up to two cannabis retail storefront businesses, including home delivery from those stores?

Shall an ordinance be adopted enacting a local business tax on cannabis/hemp businesses up to $20.00 per square foot for cultivation and up to 10% of gross receipts for all other cannabis/hemp businesses, estimated to generate $700,000 - $1,500,000 annually (assuming two retail stores operating and taxed at maximum rate), until ended by voters, for general governmental use, subject to independent audits, to be effective only if cannabis business operations are allowed in the City?

Shall Ordinance No. N.S. 211, establishing a civil service system, adopted on June 7, 1960, be repealed to enable the Hermosa Beach City Council to adopt an updated personnel/civil service ordinance?

Shall the office of city clerk be appointive?

Shall an ordinance be adopted increasing the transient occupancy tax (hotel bed tax) paid by hotel/motel guests from 12% to 14% of room revenue raising approximately $550,000 annually to be controlled and used locally for general municipal services in Hermosa Beach such as police, fire, and paramedic services, infrastructure/street repairs, and park upgrades, until ended by voters?

Shall an ordinance be adopted that would increase the Hermosa Beach transient occupancy tax (hotel bed tax) from 10 percent to 12 percent of room revenue?

Shall E&B Corporation’s 34-well oil and gas drilling/ production project at the City’s 555 Sixth Street maintenance yard be approved by 1) amending the General Plan and Municipal Code to exempt the project from the City’s oil drilling ban and repeal the restriction on City’s use of project royalties, 2) awarding a pipeline franchise to transport oil/gas underground, 3) approving a 34-year development agreement, and 4) determining that project financial benefits outweigh its unavoidable environmental impacts?

Shall an ordinance be adopted to incrementally, over a five-year period, reduce the postmidnight operating hours of specified businesses in the downtown area of Hermosa Beach?
