(ADVISORY) If the California Voting Rights Act (CVRA) is successfully challenged in court, thereby permitting the City Council of the City of Lake Forest to change back to at-large (city-wide) City Council elections without threat of litigation and financial exposure under the CVRA, should the Council change from by-district to at-large (city-wide) elections?

Shall the Lake Forest ordinance authorizing the City Council to return to at-large (City-wide) City Council elections, with the understanding that doing so could lead to litigation and financial exposure in the millions of dollars under the California Voting Rights Act, be adopted?

(INITIATIVE) Shall the Ordinance of the City of Lake Forest which would add Section 2.04.080 to the Lake Forest Municipal Code be adopted? Section 2.04.080 would establish a three four-year term limit for the Mayor and City Council Members.
