Shall the measure amending the Charter to reduce Harbor and Public Utilities Commissioner terms to four years, transfer authority over Harbor Department employment and personnel matters from the Board of Harbor Commissioners to the Department’s Chief Executive Officer, excepting a Board- appointed Chief Operating Officer, Executive Officer to the Board, and Board staff, and increasing penalties for violations of Harbor Department rules from $500 to $1000, and changing the Harbor budget approval date, be adopted?

Shall the measure amending the City’s Charter to combine the Civil Service and Human Resources Departments into one unified department to manage all employee recruitment, hiring, and certifications; and establish an independent Civil Service Employee Rights and Appeals Commission to resolve complaints regarding Civil Service rules, to adjudicate classified employee disciplinary appeals; and to implement classified hiring preferences for Long Beach residents, students from local colleges and universities, current employees, and certain internships/apprenticeships, be adopted?

Shall the measure to maintain general city services, including 911 response; firefighter/paramedic; pothole/street repairs; improve storm drains; afterschool programs; senior services; parks; libraries; public health; and homeless services, by eliminating the exemption for electrical corporations/government agencies using gas to make electricity and applying Long Beach’s existing 5% gas utility user tax to said corporations/agencies, generating approximately $15,000,000 annually until ended by voters, requiring audits, spending disclosure, and all funds used locally, be adopted?

Shall the measure increasing the minimum wage for qualifying hotel workers from $17.55 per hour to $23.00 per hour on July 1, 2024, gradually increasing annually to $29.50 per hour by July 1, 2028, applying cost of living increases starting July 1, 2029, clarifying "wages" and "service charges" paid to qualifying hotel workers and authorizing the Council to make future amendments to the City's hotel worker minimum compensation standards, starting June 1, 2029, be adopted?

Shall the City Charter be amended to merge the existing water, sewer and gas utilities into a single publicly-owned utility, governed by the existing independent Water/Utility Commission; eliminate duplicative costs by consolidating like operations, improve customer service efficiency with increased flexibility in sharing of staffing/equipment, reduce impacts to streets through coordinated utility pipeline street repairs; and achieve cost savings through greater economies of scale?

Shall the Long Beach City Charter be amended to establish a Police Oversight Commission and add a Police Oversight Director, to redesign City's police oversight and accountability through modified practices, including a Director with authority to audit Police Department complaint investigations, review major use of force incidents, and make recommendations on Police Department operations, policies, procedures, and trainings, and a Commission to provide feedback to the Director, and which would replace the Citizen Police Complaint Commission?

Shall the City Charter of Long Beach be amended to realign the City's primary and general election dates with the State's primary and general election dates held in even-numbered years, and make other related and technical changes to City election procedures?

To provide funding for community healthcare services; air/water quality and climate change programs; increase childhood education/youth programs; expand job training opportunities; and maintain other general fund programs, shall a measure be adopted increasing Long Beach's general oil production tax from 15¢ to maximum 30¢ per barrel, subject to annual adjustments, generating approximately $1,600,000 annually, until ended by voters, requiring audits/local control of funds?

To maintain 911 emergency response services, police, fire, parks, libraries, repair streets, and support general services, shall an ordinance be adopted extending the City of Long Beach's Transactions and Use Tax beyond 2027, generating approximately $60 million annually, at a 1% rate until December 31, 2022, at ¾% until September 30, 2027, and at 1% from October 1, 2027 until ended by voters, requiring a citizens' advisory committee and annual independent audits, with all funds remaining in Long Beach?

To provide funding for student arts education programs, community arts, music, cultural programs and organizations, local museums and theaters, and the Long Beach Convention and Entertainment Center, and maintain other general fund programs shall a measure be adopted increasing Long Beach's general transient occupancy (hotel bed) tax rate from 6% to 7%, paid for by hotel/motel guests, generating approximately $2.8 million dollars annually, until ended by voters, requiring audits and local control of funds?

Shall the City Charter be amended to authorize the City Auditor to conduct performance audits, defined as financial, compliance, efficiency, economy, operational, or program audits or studies, of any City department, board or commission?

Shall the City Charter be amended to limit the Mayor and City Councilmembers to serving three terms and to prohibit individuals who have already served three terms from being elected as write-in candidates?

Shall the City Charter be amended to create an ethics commission of Long Beach residents for the purpose of monitoring, administering and implementing governmental ethics in the City of Long Beach?

Shall the City Charter be amended to create an independent citizens commission of Long Beach residents to determine the boundaries of City Council districts every ten years after the national census?

Shall an ordinance be adopted to require Long Beach hotels containing more than 50 rooms to provide personal emergency contact devices for hotel workers, adopt restrictions on the square footage of hotel areas which may be cleaned and establish penalties for failure to comply with the restrictions?

To maintain general City services like 9-1-1 emergency response, police/fire protection, street/pothole repairs, senior services, parks and libraries, shall the City of Long Beach amend its Charter to authorize annual fund transfers from the City’s water, sewer and gas utilities to the General Fund not to exceed 12% of utility gross revenues, generating approximately $25,500,000 annually for unrestricted general revenue purposes, requiring annual independent audits, until ended by voters?

To fund public safety, 9-1-1 emergency response, police officers, homelessness, and general City services, shall Long Beach update gross receipts tax rates between 6-8% for medical marijuana dispensaries, 8-12% for nonmedical marijuana dispensaries, 6-8% for processing, distributing, transporting or testing marijuana/related products and a square foot tax between $12-15 for marijuana cultivation, raising approximately $13 million annually, requiring annual expenditure reports, until ended by voters?

Shall an ordinance be adopted repealing the City's ban on marijuana businesses, reducing the City's tax on recreational and medical marijuana, and adopting regulations permitting approximately 32 retail medical marijuana businesses located in areas not zoned exclusively for residential use with minimum distance restrictions from sensitive uses, and providing for the establishment of an unspecified number of marijuana cultivation, distribution, manufacturing and testing businesses?

To maintain 911 emergency response services; increase police, firefighter/paramedic staffing; repair potholes/streets; improve water supplies; and maintain general services; shall the City of Long Beach establish a one cent (1%) transactions and use (sales) tax for six years, generating approximately $48 million annually, declining to one-half cent for four years and then ending, requiring a citizens' advisory committee and independent audits, with all funds remaining in Long Beach?

To help maintain city services, such as police, firefighter, paramedic, park, library, street repair and community programs, during economic recessions that cause temporary budget shortfalls, shall the City of Long Beach establish a budget stabilization ("rainy day") fund as part of the General Fund to provide short-term funding for such general services into which one percent of any new general tax revenues shall be deposited and spent only to balance the budget?
