To maintain rapid 911, fire, and emergency response times; ensure Marina’s Fire/ Police Departments can respond to emergencies, maintain fire/police services, provide fire/police stations/community center, shall City of Marina’s measure authorizing $50,000,000 in bonds at legal rates, levying on average $54.74 annually per $100,000 of assessed value, generating approximately $3,191,000 annually while bonds are outstanding, be adopted, requiring public spending disclosure, all funds spent locally?

To protect the City of Marina from development in current open space areas north of the City limits and along its coast, and to encourage efficient development in central Marina and within Marina's portion of former Fort Ord, shall an ordinance be adopted extending the expiration date of the Marina Urban Growth Boundary Initiative to December 31, 2040?

Shall the ordinance revising the City of Marina's regulations and permit process for commercial cannabis businesses and land uses, while restricting the proximity of such businesses to public parks and recreation centers and retaining the existing 5% gross receipts tax on cannabis businesses, the existing cap on retail businesses at 3 adult-use retailers and 3 medical dispensaries, and the existing prohibition against recreational sales to persons under 21 years old be adopted?

To sustain and improve city services such as fire, police, road repairs & maintenance, shall the ordinance increasing the rate of the City of Marina’s existing transactions & use (“sales”) tax from 1% to 1.5% estimated to generate approximately $4,890,000 annually as compared with $3,260,000 for the current tax and extending the expiration date for the tax to March 31, 2034 be adopted?

To sustain and improve city services such as fire, police, road repairs & maintenance, shall the ordinance increasing the rate of the City of Marina’s existing transient occupancy tax (“hotel tax”) from 12% to 14% estimated to generate approximately $3,733,000 annually as compared with $3,200,000 for the current tax and to continue until repealed by the voters be adopted?

Shall the ordinance permitting operation in the City of Marina of certain cannabis businesses and establishing a business license tax for such businesses at rates not to exceed 5% of gross receipts, to continue until repealed by the voters and, according to proponents, potentially generating $40,000 to $200,000 annually be adopted?

To provide general city services such as: street and facility maintenance and fire, police, youth and senior services; shall the City of Marina update its 38 year old business license tax rates to 0.2% of gross receipts, so small businesses pay lower amounts than larger businesses; generating approximately $900,000 annually; continuing until ended by voters or reduced by City Council; and all funds controlled locally?

Shall Section 1.04 be added to the Charter to provide for the direct election of the mayor to serve a term of four years, commencing with the 2018 general municipal election?

Shall the City of Marina’s Municipal Code be amended to eliminate the temporary increase in the existing transient occupancy tax rate from ten percent (10%) to twelve percent (12%) and to make permanent the increase from ten percent (10%) to twelve percent (12%) to continue preserving funds for general City services such as police, fire, street repair, park maintenance, and recreation and community programs?

To continue preserving funds for general city services, including maintaining firefighters and police officers for adequate emergency response, reducing crime and criminal gang and drug activity, maintaining city streets and parks, and youth after school programs; shall the City of Marina adopt an ordinance extending the temporary one cent transactions and use (sales) tax to automatically expire on March 31, 2026.

Shall an ordinance be adopted requiring each cardroom within the City to pay the City a tax of 5% of annual gross gaming revenues commencing January 1, 2014, to fund general municipal services such as public safety, street maintenance and neighborhood improvements
