Shall the measure to amend the City’s Charter to delete obsolete provisions, resolve contradictions, update procedures for the adoption of ordinances, and clarify that the Library Board appoints or removes the Library Director, who is responsible for administering the Library Board’s collections policy and appointing and removing other Library employees, be adopted?

Shall the measure to amend the City’s Charter to specify that the term of office for a Councilmember filing for Mayor expires when their successor is appointed or 40 days after the election, whichever occurs first; remove the five extra days for the candidate filing period; and other clerical, non-substantive changes to sections regarding the Mayor and City Councilmembers, be adopted?

Shall the measure to amend the City’s Charter to provide that no person shall hold elective office for more than 12 years, whether held in the office of Mayor, City Councilmember, or combination of both offices, be adopted?

Shall the measure to amend the City’s Charter to allow the City to lease City real property to qualified nonprofit organizations, governmental entities, or educational institutions, on terms and rates that serve the community benefit, be adopted?

Shall the measure be adopted to increase transient occupancy tax (hotel tax) from 10% to 12% on the cost of rooms paid by hotel guests, with 16% of proceeds allocated to the Neighborhood and Community Improvement Program, and 84% to essential services such as parks, recreation, library, emergency response, facility rehabilitation, and other unrestricted expenditures, and expanding the tax to apply to online travel companies, providing $2.8 to $5.6 million annually, effective until repealed by voters?

Shall the measure to protect the City of Monterey’s financial stability and maintain services such as police; fire; 9-1-1 emergency response; traffic management; library; senior/youth recreation programs; beach, park, forestry, and trail maintenance; housing programs, and other unrestricted general fund expenditures, by enacting a ½-cent per dollar sales tax for nine years, with all funds locally controlled, and all expenditures subject to independent audit, providing approximately $5,000,000 annually, be adopted.

Without increasing the existing one cent per dollar transaction and use (“sales”) tax, shall the measure be adopted to continue the tax for eight years to fix streets, sidewalks, and potholes; improve access and safety for senior citizens, disabled residents, and others; and repair the storm drain system to protect our beaches/Monterey Bay, with all revenue exclusively applied to these specific purposes, subject to citizen oversight and independent audits?

To modernize the City’s existing 5% telephone users tax for non-residential users, and existing 2% rate for residential users, and to maintain funding for such essential City services as police, fire, streets, libraries and parks, shall the tax be extended to include wireless, internet, and other modern telecommunications without increasing the tax rate to raise approximately $560,000 per year for City services on an ongoing basis?

To simplify the City’s existing business license tax and to fund essential City services such as police, fire, streets, libraries, and parks at current levels, shall the City amend the tax to assess rates equally amongst businesses regardless of function, imposing a minimum tax per business of $26 per year plus 0.15% of gross receipts over $25,000, thereby maintaining current annual revenues of approximately $3.2 million on an ongoing basis?

Shall the City of Monterey Charter be amended to: (1) disavow application of the California Public Contracts Code, (2) repeal requirements to competitively bid the construction of public improvements valued at $65,000 or more, and (3) delete provisions relating to emergency purchases and job order contracts, thereby allowing the City Council to regulate such matters by ordinance and streamlining purchasing and procurement activities?

Shall the City of Monterey address significant deferred maintenance by fixing streets, sidewalks, and potholes; improve related access and safety for senior citizens, disabled residents, and others; and repair its 100-year-old storm drain system to protect our beaches/Monterey Bay, by enacting a one cent per dollar transactions and use ("sales") tax to sunset in 4 years, with all revenue exclusively applied to these specific purposes, subject to citizen oversight and annual financial/performance audits?
