City of Napa

To protect/maintain funding (that The State of California cannot take) for City of Napa services including: repairing potholes/ streets; maintaining parks, recreation, senior/ youth programs; protecting water quality; supporting police with mental health response team for nonviolent calls; upgrading fire stations with lifesaving equipment; homeless encampment cleanups; constructing essential facilities; enhancing fire protection; general government use; shall the City of Napa measure be adopted levying a 1¢ sales tax, raising $22,000,000 annually, until ended by voters, including independent audits/citizen oversight?

To increase, improve, and preserve affordable and workforce housing in the City of Napa, shall an ordinance be adopted to levy an ongoing transient occupancy tax (hotel tax) of 1% on hotel charges to visitors of 30 days or less, increasing the maximum hotel tax rate from 12% to 13%, with all revenue from the new tax (estimated: $2,100,000 annually) to be restricted to providing programs and services for affordable and workforce housing?

Shall the City expand the boundaries of the City’s rural urban limit line (“RUL”) by adding the 154 acre property known as the Napa Pipe Property inside the boundaries of the RUL, through an amendment to City Charter Section 180?

Shall the City update its personnel systems so the Personnel Director will be reclassified as the “Personnel Manager,” who will be hired and supervised by a department head using processes that apply to all classified City employees, through an amendment to City Charter Section 76.1?

Shall the City clarify the authority of the City Manager to hire “appointive officers,” including the Police Chief, the Fire Chief, and all department heads, through an amendment to City Charter Sections 75 and 76.1?[
