City of Needles

Shall a measure be adopted approving an alternative square foot tax on persons actively engaged in the business of Cannabis Cultivation at a monthly tax rate of up to $1.75 per square foot of Cannabis Cultivation Area or a fraction thereof (adjusted annually for CPI, but in no case more than 5% or less than 2%, starting on January 1 on the first year the tax is implemented, and each year thereafter)?

To maintain and protect the level of essential services such as public safety, and other vital services including infrastructure, street repair and park improvements, shall a measure be adopted to amend the Transient Occupancy Tax (TOT) which is paid only by guests who stay in local hotels, motels and other lodgings, to also include and apply to "short term residential rental units" in the City of Needles?

Shall the ordinance amending Chapter 20, Article III "transient occupancy tax" of the City of Needles municipal code to increase the rate of the city's existing transient occupancy tax from ten percent (10%) to twelve percent (12%), and adding the definition of "commercial establishment" be adopted?

In order to provide funding for essential City services such as police, fire, emergency response, stret maintenance, pothole repair, parks, libraries and youth and senior programs, shall an ordinance be adopted to impose a tax at a rate of up to 10% of gross receipts on marijuana businesses in Needles, subject to existing independent financial audits, with all revenue controlled by the City?

Shall Needles eliminate 2.5% of the current 7.5% franchise fee that the City of Needles charges the Needles Public Utility Authority and in its place establish a utility user tax of up to 2.5% to be applied to electric, water and sewer use charges?
