Shall Article IV, City Council, and Article X, Elections, of the Newport Beach City Charter be amended to provide for the direct election of the Mayor, who would be nominated by residents and registered voters of the City of Newport Beach and elected by the voters of the City at-large?

Shall the Newport Beach City Charter be amended to add Section 713 to the City Charter, establishing the powers and duties of the Harbor Commission and making the Harbor Commission a City Charter designated Appointive Board and Commission?

Shall Newport Beach City Charter Section 1109 be amended to require at least fifty-five percent (55%) voter approval prior to issuing Certificates of Participation or Lease Revenue Bonds greater than fifty million dollars ($50,000,000.00) to finance capital projects?

Shall Section1115 be added to the Newport Beach City Charter to require at least five votes of the total City Council membership in order to place City Council sponsored general or special tax proposals on a ballot for voter consideration?

Shall the Land Use Element of the General Plan be amended to reduce non-residential development, such as office, retail, and visitor accommodations, currently authorized under the existing General Plan, but allow for more residential development. Also, average daily vehicle trips are expected to be reduced.

Shall the Charter be amended to: prohibit red light cameras; expand conflicts of interest protections; make revisions to Council regulations, powers, and procedures; uniformly set officer compensation; allow offsite administrative offices; adjust officers’ powers and duties; adjust board/commission duties, regulations, and formation; refine financial reporting requirements; consolidate and maintain Council compensation at current levels; delete outdated sections; clarify existing sections; prohibit class action claims; remove duplicative language; and align sections with State law?
