Shall the measure levying a special tax for 20 years in the "Wildfire Prevention Zone" (defined in the measure), to prevent wildfires by implementing City of Oakland prevention plans, including vegetation management, evacuation route protection, enhanced fire patrols during high danger periods, and goat grazing at annual rates of $99/single-family parcel, $65/condominium/multifamily unit; nonresidential parcels based on a formula, generating $2,670,000 in 2025-26, with cost of living increases, citizens' oversight and audits, be adopted?

Shall the measure to: (1) fund Citywide violence reduction services, such as 9-1-1 dispatch, community policing, mobile crisis responders, and violence interruption, and (2) increase police and fire minimum staffing, by extending and increasing both the existing parking tax surcharge to 10% and the existing parcel tax to $198 annually for single-family parcels, and other parcels as specified, with exemptions and reductions, for 9 years, raising approximately $47,400,000 annually, with oversight and auditing, be adopted?

Shall a measure amending the City Charter and Oakland Municipal Code to, among other things, revise qualifications and restrictions for service and removal procedures, specify the vote threshold for action and increase minimum staffing requirements for the Public Ethics Commission; allow the Commission to set City Attorney and City Auditor salaries biannually rather than annually; and amend the Lobbyist Registration Act to restrict payments and expenses incurred by local government lobbyists, be adopted?

Shall Sheng Thao be recalled (removed) from the office of mayor?

Shall the measure increasing the appropriations limit under Article XIIIB of t he California Constitution (which limits city expenditures of tax proceeds) to allow the City of Oakland to continue to expend revenues from taxes Oakland voters previously approved for emergency medical services, paramedic services, library services, public safety and violence prevention services, homeless services, children’s services, parks and recreation, the Oakland Zoo and other lawful governmental purposes, without increasing or imposing new taxes, be adopted?

Shall the measure to authorize the City of Oakland to develop, construct, or acquire, or assist the development of, up to 13,000 low rent residential units in social housing projects within the City for the purpose of providing affordable rental housing be adopted?

Shall the measure to amend the City Charter to replace gender-specific language with gender neutral language, such as replacing words like "fireman" with "firefighters" and using gender-neutral pronouns in referring to City officers and staff, recognizing that women and non-binary persons as well as men are qualified for and hold such positions, and to avoid gender stereotyping and discrimination, and promote inclusivity be adopted?

Shall the measure to amend the City Charter to allow the City Council by adopting an ordinance, to authorize voting by noncitizen residents, who are the parents, legal guardians, or legally recognized caregivers of a child, for the Office of Oakland School Board Director if they are otherwise eligible to vote under state and local law be adopted?

Shall the measure amending Oakland's business tax rates to create a progressive rate structure that would (1) impose the highest rates on the highest grossing businesses, (2) increase Oakland's annual tax revenue by an estimated $20,900,000, and (3) generate approximately $124,000,000 in total annual revenue for municipal services by imposing business tax rates of .05% to .55% of gross receipts, and other rates as stated in the measure, be adopted?

Shall the measure to improve public safety and invest in Oakland by creating affordable housing for Oaklanders, increasing housing for homeless Oaklanders, repaving streets to remove potholes, improving traffic/pedestrian safety, and updating fire stations and other public facilities, by issuing $850,000,000 in general obligation bonds, raising approximately $85,000,000 annually while bonds are outstanding at the rate of $0.071 per $100 ($71 per $100,000) of assessed value, with independent oversight and annual audits be adopted?

Shall the Measure amending the Just Cause for Eviction Ordinance to: (1) prohibit no-fault evictions of children and educators during the school year; (2) extend eviction protections to tenants in recreational vehicles (RVs), tiny homes on wheels, and newly constructed units except during the first 10 years after issuance of the certificate of occupancy; (3) remove failure to sign a new lease as grounds for eviction; and (4) make other clarifying amendments, be adopted?

Shall the Measure amending the Oakland Municipal Code and City Charter to establish resident public financing for candidate election campaigns, increase transparency regarding independent spending in City elections, further restrict former city officials from acting as lobbyists, and provide additional resources to the Public Ethics Commission for implementation be adopted?

Shall a measure to amend the Charter to, among other things, establish Councilmember term limits, require two hearings before Council places certain measures on the ballot; count Councilmember abstentions and absences as "no" votes in determining whether Mayor may break a tie; provide Public Ethics Commission discretion in setting Councilmember salaries; authorize the Commission to set City Attorney and Auditor salaries; and add and detail duties and provide minimum staffing for the Auditor, be adopted?

Shall the measure to amend Oakland's Municipal Code to fund Oakland Zoo operations, staffing, maintenance and capital improvements, including but not limited to animal care and rehabilitation, educational and conservation programs, fire prevention, accessibility, and visitor services, by imposing an annual $68 parcel tax for single-family parcels, and other parcels as specified, for 20 years, raising approximately $12,000,000 annually with exemptions for low-income households and others, and citizen oversight, be adopted?

Shall the measure continuing funding to keep Oakland neighborhood libraries open and for library services, including services to unhoused populations and youth and senior programs, by renewing the tax for 30 years commencing at the current rate of $114.50 per single family parcel, and specified rates for other parcel types, providing approximately $18,000,000 in the first year, with audits, citizens· oversight, and specified exemptions for low-income populations and affordable housing, be adopted?

Shall a measure amending the City of Oakland Charter to authorize the City Council, by adoption of an ordinance, to authorize persons aged 16 and above, who are otherwise eligible to vote under state and local law, to vote for the Office of School Board Director, be adopted?

Shall the Measure amending Oakland City Charter Section 217 to eliminate the $1,000 limit on fines for ordinance and municipal code violations, be adopted?

Shall Oakland’s City Charter be amended to: (1) modify the powers, duties and staffing of the Police Commission and the Community Police Review Agency (“CPRA”), including empowering the Police Commission to hire and/or contract for one or more attorney advisors and empowering the CPRA’s Director to hire staff attorneys; and (2) create an Office of Inspector General to review and report on the policies and practices of the Police Department and CPRA?

Shall a measure to provide: homelessness support services and programs to help homeless individuals move into shelters and housing; trash removal from parks and creeks; safe, well-maintained parks and trails; clean, accessible park restrooms; improved water quality; and park facilities repairs, by enacting an annual $148 parcel tax for single-family parcels, and other parcels as specified, for 20 years, raising approximately $21,000,000 annually with exemptions for low-income seniors, be adopted?

Shall a measure amending Oakland's City Charter to eliminate obsolete requirements for designation of the City of Oakland's Official Newspaper, and authorizing the City Council to establish procedures by ordinance to designate the City of Oakland's official newspaper or newspapers be adopted?

Shall the measure increasing the appropriations limit under Article XIIIB of the California Constitution (which limits city expenditures of tax proceeds) to allow the City of Oakland to continue to expend revenues from taxes previously approved by Oakland voters for emergency medical services, paramedic services, library services, public safety and violence prevention services, homeless services and other lawful governmental purposes, without increasing or imposing new taxes, be adopted?

Shall the measure amending Oakland’s Charter for the purposes of funding services to: expand access to early childhood and preschool education; improve high school and college graduation and career readiness; provide mentoring and college financial assistance; by establishing a $198, 30-year parcel tax for single family parcels and specified rates for other parcel types, raising approximately $25,000,000 – 30,000,000 annually, with citizen’s oversight, and exemptions for low-income households and others, be adopted?

Shall the Measure: (1) allowing cannabis businesses to pay business taxes quarterly; (2) allowing cannabis manufacturing and/or cultivation businesses to deduct the value of raw materials from gross receipts in calculating business taxes in the manner applicable to manufacturing businesses; and (3) authorizing the City Council, without returning to the voters, to amend medical or non-medical cannabis businesses taxes in any manner that does not increase the tax rate, be adopted?

Shall the Measure, to fund homeless services and resources to address illegal dumping, and discourage vacant properties, by enacting a Vacant Property Tax on parcels used less than 50 days per year, at annual rates of $6,000 per parcel, $3,000 for condominium units, and other specified rates; raising about $10,000,000 annually for 20 years; with community oversight and exemptions for very low income, low-income seniors and hardship, be adopted?

Shall the Measure graduating the real estate transfer tax as follows: 1% up to $300,000; 1.5% over $300,000 – 2,000,000; 1.75% over $2,000,000 – 5,000,000; and 2.5% over $5,000,000; a lower rate for low-moderate income first-time homebuyers; and reducing the tax up to 1/3 for seismic retrofit or solar energy work costs incurred by low-moderate income homebuyers; raising approximately $9,000,000 annually until repealed, be adopted?

Shall the Measure amending Oakland’s Just Yes Cause for Eviction Ordinance (“Ordinance”) to: (1) remove the exemption for owner occupied duplexes and triplexes; and (2) allow the City Council, without returning to the voters, to add limitations on a landlord’s right to evict under the Ordinance, be adopted?

Shall the measure amending Oakland’s Municipal Code to: (1) establish workplace protections and minimum hourly wage of $15 with benefits or $20 without benefits, increasing annually with inflation, for employees of Oakland hotels with 50 or more guest rooms; (2) authorize administrative enforcement of Oakland’s employment standards for hotel and non-hotel workers; and (3) create City department to administratively enforce Oakland’s employment standards for hotel and non-hotel workers, be adopted?

Shall the measure, to protect and improve library services throughout Oakland, including: providing safe places for youth after school; preventing library closures; providing youth reading and senior programs, evening/weekend hours for students/families and adult literacy services; establishing a 20 year annual parcel tax, $75 for single family parcels, other parcel type at specified rates; and providing about $10,000,000 annually, with audits, citizens' oversight and exemptions for low income seniors and residents, be adopted?

Shall the City of Oakland impose a 1 cent per ounce general tax on the distribution of sugar sweetened beverages, including products such as sodas, sports drinks, sweetened teas, energy drinks, but exempting: milk products, 100% juice, baby formula, diet drinks, or drinks taken for medical reasons; and providing an exemption for small businesses?

Shall the Charter of the City of Oakland be amended to Increase the Maximum Lease Term of City-Owned Real Property From Sixty-Six Years To Ninety-Nine Years?

Shall Oakland’s Just Cause For Eviction and Rent Adjustment Ordinances be amended by: (1) extending just-cause eviction requirements from residential rental units offered for rent on or before October 14, 1980 to those approved for occupancy before December 31, 1995; and (2) requiring landlords to request approval from the City before increasing rents by more than the cost-of-living adjustment allowed by City law?

To improve public safety and invest in neighborhoods throughout Oakland by re-paving streets to remove potholes, rebuilding cracked and deteriorating sidewalks, funding bicycle and pedestrian safety improvements, funding affordable housing for Oaklanders, and providing funds for facility improvements, such as, neighborhood recreation centers, playgrounds, and libraries, shall the City of Oakland issue $600 million in bonds, subject to independent citizen oversight and regular audits?

Shall Oakland’s City Charter be amended to establish: (1) a Police Commission of civilian commissioners to oversee the Police Department by reviewing and proposing changes to Department policies and procedures, requiring the Mayor to appoint any new Chief of Police from a list of candidates provided by the Commission, and having the authority to terminate the Chief of Police for cause; and (2) a Community Police Review Agency to investigate complaints of police misconduct and recommend discipline?

Shall the Charter of the City of Oakland be amended to provide the Public Ethics Commission greater independence, broader enforcement authority, powers and responsibilities, and minimum budget for staff to enforce compliance with ethics‐related laws and requirements?

Shall the Charter of the City of Oakland be amended to transfer to a 13‐member independent redistricting commission the City Council's authority to redraw the district boundary lines for the City Council and Oakland Unified School District?

Shall the Charter of the City of Oakland be amended to authorize the City Council to adopt an ordinance by a 4/5 vote, that would eliminate the costs of administering the Oakland Municipal Employees' Retirement System ("OMERS") by purchasing annuities to pay all retirement benefits due to OMERS retirees and beneficiaries, provided the City holds all remaining OMERS assets in a trust for the benefit of retirees and beneficiaries until all benefits have been paid?

Shall Oakland's Municipal Code Be Amended To: (1) Establish A Citywide Minimum Hourly Wage Of $12.25, To Be Increased Annually To Address Inflation; (2) Require Employers To Provide Employees Paid Sick Leave; (3) Require That Hotel, Restaurant And Banquet Facility Operators And Employers Pay Service Charges They Collect To Employees Providing Those Services; And (4) Provide Employees The Right To Bring An Action Against Employers To Enforce And Seek Remedies For Violation Of This Ordinance?

Without increasing current tax rates, to reduce gun violence, robberies, and homicides, improve 9‐1‐1 response times and support at‐risk youth/young adults, shall the City provide improved police, fire and emergency response services and proven community programs, including dropout prevention, crisis intervention, and job training/placement, by continuing to collect a parking tax surcharge and a parcel tax for 10 years subject to annual performance and financial audits monitored by a citizens oversight committee?
