Shall amendments to Pasadena City Charter, Article IV, to require special elections: 1) to fill Council District vacancies if two or more years remain on an unexpired term, or 2) if the City Council fails to appoint a replacement to fill an unexpired term of less than two years within 75 days of the vacancy being declared; to establish a 30-day City residency requirement for appointed office; and to make other administrative revisions, including those restricting changes to Campaign Contribution Limits, be adopted?

Shall amendments to Pasadena City Charter, Article IV, requiring the Organizational Meeting of the City Council to occur annually in December, the Vice Mayor's election to occur annually at the Organizational Meeting for a term of one year; and creating an Acting Mayor position to serve in the Mayor's role in the event of a Mayoral vacancy, with the Acting Mayor to be chosen from among the remaining members of the City Council, be adopted?

Shall amendments to Pasadena City Charter, Article IV, to establish term limits of no more than three consecutive terms for the elected offices of Mayor and Councilmember, respectively, and allowing an additional two terms after at least a four-year hiatus from the elected office held, for a maximum of five total terms in the same office, be adopted?

Shall an amendment to Section 1502 of the Pasadena City Charter to ensure continued fire and police representation on the Pasadena Fire and Police Retirement System Board by allowing fire and police trustees to be selected pursuant to a policy approved by resolution of the Retirement Board, be adopted?

Shall the measure to earthquake retrofit the 97-year-old library building; meet current fire safety regulations; replace the leaky roof; remove asbestos/mold/lead paint; update outdated technology; restore Pasadena Central Library services by the City of Pasadena issuing $195,000,000 in bonds at legal rates, levying $28.90 per $100,000 of assessed valuation, generating $12,000,000 annually while bonds are outstanding, requiring independent audits, public spending disclosure, all funds staying local, be adopted?

Shall amendments to Pasadena City Charter, Article XVIII, that align senior and disabled definitions, and eviction rules with state law; exempt certain government-subsidized housing from rent control; adjust relocation assistance timelines for certain evictions; establish processes for Board Member removal due to misconduct and for voter- initiated petitions; clarify penalties for violations; update various dates and deadlines; and make other minor corrections, be adopted?

Shall amendments to the Pasadena City Charter to: 1) make clerical corrections relating to outdated language and citations contained in various sections of the City Charter; and 2) update the accounting method used to calculate the existing voter-approved transfer from the Power Fund to the General Fund, in accordance with Generally Accepted Accounting Principles (GAAP), for general government use such as 911 response, fire, paramedic, public health, street repairs, senior, and homeless services, be adopted?

Shall amendments to Article X of the Pasadena City Charter to require the City Council to set limits by ordinance for contract, settlement, and claim approvals, be adopted?

Shall an amendment to Article X of the Pasadena City Charter include additional contract selection methods, requiring City Council approval, to deliver significant public capital improvement and infrastructure projects efficiently, timely, and within budget for essential municipal services such as police, fire, public works and parks, resulting in less cost to taxpayers, be adopted?

Shall an amendment to the Pasadena City Charter limiting rent adjustments in the City of Pasadena annually to 75% of the percentage increase in the Consumer Price Index for multifamily rental units built before February 1, 1995; prohibiting evictions from rental units, except for just cause based on 11 specified criteria; and creating an independent Rental Housing Board appointed by the City Council to oversee and adopt rules and regulations, be adopted?

To keep City libraries well-maintained; provide books/materials, youth reading/homework programs; maintain library hours/days open; retain qualified librarians; ensure computer access; shall the City of Pasadena continue the voter approved annual parcel tax, currently $41 for single-family residences and condominium units and specified rates for other parcel types, generating $2,800,000 annually for 15 years, limiting annual increases to the Consumer Price Index; requiring audits, locally controlled funds, be adopted?

Shall the measure maintaining 911 response, fire, paramedic, public health, senior and homeless services, street repairs, and other services by amending the City Charter to continue collecting in electric rates and maintain the longstanding transfer, limited to 12% gross revenue, providing $18,000,000 annually to Pasadena's General Fund that does not increase taxes or utility rates until ended by voters, requiring financial audits with all funds locally controlled benefitting Pasadena residents, be adopted?

Shall an ordinance be adopted to maintain essential City of Pasadena services such as fire, police, paramedics, emergency service/response times; keep fire stations open; improve neighborhood and school safety; repair streets/sidewalks; address homelessness; maintain after-school programs/senior services, and other general fund services, by establishing a ¾¢ sales tax providing approximately $21,000,000 annually until ended by voters; requiring audits and all funds locally controlled?

(ADVISORY) If Pasadena voters approve a local sales tax measure, should the City use 2/3rds of the measure’s annual revenue to maintain essential City of Pasadena services such as fire, police, paramedics, emergency service/response times; keep fire stations open; improve neighborhood and school safety; repair streets/sidewalks; address homelessness; maintain after-school programs/senior services; with the remaining 1/3rd of the measure’s revenue going to support Pasadena public schools?

Shall the Pasadena City Charter be amended consistent with state law to: 1) change the City’s primary and general election dates to coincide with statewide primary and general election dates, beginning with the November 2018 general election; 2) extend the current terms for the Mayor and Councilmembers by 19 months on a one-time basis in order to transition to the statewide election cycle; and 3) move the Mayor’s thematic budget message to February?

Shall the Pasadena City Charter be amended consistent with state law to: 1) change the Pasadena Unified School District's election dates to coincide with statewide general election dates, utilizing the plurality voting format, beginning with the November 2020 general election; 2) extend the current terms of Board Members by 19 months on a onetime basis in order to transition to the statewide election cycle; and 3) change the timing of the Board President's annual address to May?

Shall an ordinance be adopted to allow a limited number of commercial cannabis businesses to operate in Pasadena, subject to business, health and land use regulations, and to repeal the City of Pasadena’s current ban on commercial cannabis businesses, provided that: (1) the ordinance shall not take effect unless voters approve a Cannabis Business Tax, and (2) the City Council retains authority to amend existing ordinances and adopt future ordinances regarding commercial cannabis business activities?

Shall the City tax cannabis (marijuana) businesses at annual rates not to exceed $10.00 per canopy square foot for cultivation (adjustable for inflation), 6% of gross receipts for retail cannabis businesses, and 4% for all other cannabis businesses, to fund unrestricted general revenue purposes such as police, fire, roads and recreation; which is expected to generate an estimated $1.4 to $2.1 million annually and will be levied until repealed by the voters or City Council?

Shall the Charter of the City of Pasadena be amended to provide for the nomination and election of members of the Pasadena Unified School District Board of Education by geographic sub-districts, with geographic sub-districts adopted by the School Board and redrawn after each federal census based upon a citizen Redistricting Commission recommendation?
