To recruit/retain qualified firefighters/paramedics/police, improve Redondo Beach’s ability to provide fire/police protection and 911 response, help keep Redondo Beach safe by repairing/replacing/upgrading deteriorated fire/police stations/facilities, including removing asbestos and mold, shall Redondo Beach’s measure authorizing $93,350,000 in bonds at legal rates, levying on average $17.45 per $100,000 of assessed valuation, generating approximately $ 6,280,000 annually while bonds are outstanding, requiring oversight, spending disclosure, and all funds spent locally, be adopted?

Shall the measure be adopted (1) amending the Redondo Beach City Charter sections relating to “ Major Changes in Allowable Land Use” in conformity with a Superior Court ruling that the voter approval requirement of the City Charter shall not apply to an amendment to, or update of, the Housing Element of the City’s General Plan, or the zoning changes contemplated by the Draft Housing Element; and (2) changing the requirement that sample ballot materials be “mailed” to “made available”?

Shall Article XVI Redondo Beach Unified School District pertaining to Section 16.1 Board Members, remove the language “without compensation, except necessary expenses when acting as a designated representative of the Board of Education as provided in the Education Code of the State of California?”

Shall Sections 19, 19.1, 19.7 and 19.9, for public works contracts; competitive bidding, when not required; progress payments; municipal purchases be amended to increase dollar thresholds; authorize, by ordinance, future revisions adopted by 4/5 vote by no more than 25%, and no less than 5 years between amendments; to define maintenance and repairs by ordinance or resolution; to decrease progress payments from 10% to 5%; and further defining municipal purchases?

Shall Section 20.1, Approval of Demands be amended to remove “supplies, materials, property or services for which payment is claimed, have been actually delivered or rendered” and replace with “amount is legally due”, thereby permitting the City to pay deposits on purchases?

Shall the Charter of the City of Redondo Beach be amended to use gender neutral language throughout the Charter?

Shall Section 8.3(c) of the Charter of the City of Redondo Beach be amended to provide an exception to the current requirement that the Mayor sign all contracts, permitting the City Manager, other officer or employee to approve and sign a written contract on behalf of the City when authorized to do so by the City Council?

Shall Section 18.4 of the Charter of the City of Redondo be amended to eliminate runoff elections for elective offices of the City and to require the City Council to adopt an ordinance implementing an instant runoff voting system for elective offices of the City instead?

Shall the City tax cannabis or hemp businesses at annual rates ranging from 3% to 9% of gross receipts on retail establishments, and rates from 1% to 3% of gross receipts on cultivation, distribution, manufacturing and testing labs, which is expected to generate an estimated $300,000 to $900,000 annually, with the tax being levied until repealed by the voters?

Shall a measure repealing Redondo Beach’s existing prohibition of all commercial cannabis activity; allowing three cannabis retailers within city limits; allowing the Redondo Beach City Council discretion to legalize other cannabis uses; and imposing operational, design, and location requirements on such businesses, be adopted?

Shall Zein Obagi, Jr. be recalled (removed) from the office of Member of the Redondo Beach City Council representing District 4?

Shall the City approve amendments to the City Charter, General Plan, Coastal Land Use Plan, and Coastal Zoning Ordinance to conditionally allow residential care facilities for the elderly in the P-CF zoning district on properties over one acre in the Coastal Zone pursuant to a request from the School District to rezone surplus school property?

Shall Redondo Beach phase-out power generation from a 50-acre Site currently occupied by the Redondo Beach Generating Plant and establish new land use and development standards for the Site by amending the General Plan, Coastal Land Use Plan, Harbor/Civic Center Specific Plan, Coastal Zoning, Zoning, and City Charter; with the new land use allowing 600 residential units; 85,000 square feet of commercial development; 250 hotel rooms and requiring 10 acres of public open space?

Shall Section 16.7 of Article XVI of the Redondo Beach Charter be amended to permit a person to serve up to three full terms as a member of the Board of Education by extending term limits from two to three terms?

Shall Section 26 of Articles XXVI of the Redondo Beach Charter be amended to permit a person to serve up to three full terms as a Councilman, from any combination of districts, and up to three full terms as Mayor by extending term limits from two to three terms?

Shall Section 11.1 of Article XI of the Redondo Beach Charter by amended by deleting the requirements that the City Treasurer shall devote his full time to the duties of the office and shall not engage in private business practice during City business hours; and adding new language to have the authority to audit all moneys collected by the City from any source in order to prepare monthly reports mandated by the Charter?

Shall Redondo Beach Phase Out Existing Power Generation and Power Transmission from an Approximately 50-Acre Site and Set New Land Use and Development Standards by Amending the General Plan, Coastal Land Use Plan, Harbor/Civic Center Specific Plan, Coastal Zoning, Zoning, and City Charter; the new land use would be allocated between 60-70% to parks and open space and the remaining 30-40% allocated between commercial, institutional or marine related light industrial/boatyard uses?
