Shall the City of Santa Ana City Charter be amended to allow, by the November 2028 general municipal election, noncitizen City residents to vote in all City of Santa Ana municipal elections?

Shall the Charter of the City of Santa Ana be amended to delete references to obsolete job titles and obsolete bonding requirements, specify that all department heads are at-will employees, address definitions of funds and levies for compliance with state law, authorize limited purchasing authority for the City Clerk and City Attorney and require the City Council to adopt an ordinance to enforce the Ethics Code?

Shall the Charter of the City of Santa Ana be amended to index Council compensation at a salary of thirty three (33%) percent of that of an Orange County Superior Court Judge?

Shall Jessie Lopez be recalled (removed) from the office of Councilmember for Ward 3, City of Santa Ana?

Shall Chapter 21 of the Santa Ana Municipal Code be amended to restructure non-cannabis business license tax rates within the City of Santa Ana to improve tax equity among all business sizes, reflect current best practices, recognize the impact of home-based businesses and the new “gig” economy, and to provide a flexible tax holiday period for unlicensed, past due, or under-assessed businesses, with the intent to have a revenue-neutral fiscal impact to the City?

Shall the Santa Ana City Charter be amended to update the Charter by imposing a lifetime ban for the Mayor after 4 terms and a lifetime ban for Councilmembers after completion of 3 terms, requiring approval of 2/3 of the City Council to adopt a budget, expanding the application of the Code of Ethics, utilizing gender neutral language throughout the Charter, changing references to the “Clerk of Council” to “City Clerk” and making other minor updates?

Shall Cecilia Iglesias be recalled (removed) from the office of City Council Member for Ward 6?

Shall City of Santa Ana Charter sections 101.2 and 400 be amended requiring City Councilmember election from his or her residency ward and only by registered voters of that ward, instead of City Councilmember elections by registered voters of the entire City, with ward boundaries to be drawn as required by law?

To maintain effective 9-1-1 response; retaining firefighters and police officers; addressing homelessness; fixing streets; maintaining parks, youth and senior services, and unrestricted general revenue purposes; shall the sales tax be increased one and one half (1.5) cents until 2029 providing approximately $60 million dollars annually, then reduced to one (1) cent providing approximately $40 million dollars annually, until 2039, requiring annual audits, citizens oversight and for Santa Ana use only?

Shall Chapter 21 of the Santa Ana Municipal Code be amended to enact both a gross square footage tax of between 25 cents to $35.00 and a gross receipts tax rate up to 10% for cultivating, manufacturing, distributing, selling or testing cannabis and related products to raise between $8 to $12 million to fund public safety, parks, youth and senior services, among other general City services?

Shall the Charter be amended to: modernize and remove outdated language to reflect changes or conflicts in the City or State law concerning gifts and campaign contributions and designated City funds; create consistency in the Municipal Code regarding boards or commissions; and move the qualifications for the Finance Director to the Municipal Code?

Shall the Santa Ana Charter be amended to comply with the Council compensation formula provided for by California Government Code Section 36516 to ensure that Council compensation is set and strictly limited by such Government Code and to further provide that no increase in Council compensation shall be permitted without a vote of the electorate of the City of Santa Ana pursuant to a future Charter Amendment?

Shall the ordinance authorizing an amendment to the City's Utility Users Tax (`'UUT") Ordinance (Santa Ana Municipal Code, Chapter 35, Article VI) be approved? This measure will 1) modernize the City's UUT as it relates to telecommunications; 2) will reduce the UUT across the board from the rate of six percent (6%) down to five and one-half percent (5½%) of all charges made for telecommunication, electricity, gas and water services; and 3) eliminates exemptions, including a maximum tax cap of $11,000 so that all taxpayers are treated equally?

Shall the ordinance amending chapter 18 of the municipal code to delete and replace article xiii, to delete section 41-121, delete subsection (b) of section 41-144, and amend article xii of chapter 21 by adding sections 21-126, 21-127, 21-128, 21-129 and 21-130 to regulate the establishment, operation and taxation of medical marijuana collectives and cooperatives be adopted?

(INITIATIVE) Shall the Medical Cannabis Restriction and Limitation Initiative ordinance seeking 1) to eliminate an existing City ordinance prohibiting the sale of medical marijuana from store-front dispensaries and 2) to replace it with a new ordinance which does all of the following: 1) Permits medical marijuana collectives and cooperatives in the C1, C4, C5, M1 and P& C-SM zones; 2) Requires an administrative registration process; 3) Requires payment of a business tax of $20.00 for each $1,000 of gross receipts; 4) Prohibits collectives and cooperatives in all residential zones; 5) Prohibits collectives and cooperatives from locating within 600 feet of public and private K-12th grade schools; 6) Establishes a formula of one (1) collective or cooperative for every 15,000 people, but in no case shall there be less than 22 collectives/ cooperatives; 7) Requires lighting and alarm systems for security; 8) Prohibits collectives and cooperatives from also possessing an Alcohol and Beverage Control license; 9) Contains signage restrictions; and 10) Requires compliance with the 2008 Attorney General Guidelines for the Security and Non-Diversion of Marijuana Grown for Medical Use be adopted?

Shall the Charter of the City of Santa Ana be amended to establish and impose upon the office of Mayor term limits of no more than four (4) two-year terms, commencing with the term beginning December 11, 2012?
