City of St. Helena

To enhance local control over funding essential City services and generate funds that must stay local, shall the City of St. Helena Charter be adopted to establish St. Helena as a chart the ability to adopt local funding measures subject to voter approval, such as an increased real property transfer tax that could fund needed infrastructure improvements and public sa throughout the City?

To fund essential City services including repairing local streets/potholes, downtown sidewalks/infrastructure, maintaining emergency/fire response/evacuation routes, for general gov shall St. Helena adopt a measure establishing a graduated real property transfer tax ranging from 1.5%- 3% of purchase price on sales over $1,000,000 to be paid only by property b1 generating approximately $5,300,000 annually until ended by voters, all funds staying in St. Helena/cannot be taken by the state, be adopted?

Shall a measure to amend the St. Helena General Plan 2040, the St. Helena Zoning Map, and the St. Helena Municipal Code to create a Winery and Planned Agritrourism Overlay to allow resort hotel development on certain large winery property within the City, be adopted?

Starting November 8, 2022, shall the position of a directly elected mayor be eliminated, so that the St. Helena City Council is composed of five members who will select a member be mayor?

To protect local water quality/supply, improve drought resilience by: repairing/replacing St. Helena’s 1940s-era drinking water system, including pipes, aging/deteriorating drinking water, stormwater and sewage infrastructure; keeping sewage, pollution, trash, chemicals from local rivers, creeks and streams; protecting safe, sustainable, local water sources; shall City of St. Helena’s measure authorizing $19,150,000 in bonds, levying approximately $14.82 per $100,000 of assessed value, raising about $1.2 million annually while bonds are outstanding, requiring citizen oversight, be adopted?

(ADVISORY) Shall the City of St. Helena prohibit hotel/motel (as defined in Section 17.04.160 of the Municipal Code, as it may be amended) development on the 5.6 acres of public land at the corner of Library Lane and Adams Street (Napa County Assessor's Parcel Number 009-150-006, adjacent to the library and commonly referred to as the Adams Street property) for at least 20 years?

Shall Ordinance No. 2018-9 be adopted to 1) establish a rent stabilization program for St. Helena mobile home park residents who opt into the program by signing a lease of twelve months or less; 2) provide mobile home park owners a just and reasonable return on investment; and 3) create a dispute resolution process for the park owner and residents if the owner proposes an annual rent increase that is above the permissible limit?

To increase, improve, and preserve affordable and workforce housing in the City of St. Helena, shall an ordinance be adopted to levy an ongoing transient occupancy tax (hotel tax) of 1% on hotel charges to visitors of 30 days or less, increasing the maximum hotel tax rate from 12% to 13%, with all revenue from the new tax (estimated: $279,000 annually) to be restricted to providing programs and services for affordable and workforce housing?

To fund vital City services such as local street maintenance, 911 emergency medical, police and fire response, pedestrian/cyclist/traffic safety, park maintenance, library services, programs for youth and seniors, and to preserve the City's long-term financial stability and small town character, shall the City of St. Helena adopt a one half percent Transactions and Use Tax, generating approximately $1,400,000 annually with all revenues benefiting the City?
