Shall an ordinance be adopted to amend the City of Temecula Municipal Code providing that no person shall be eligible for nomination, appointment, and/ or election to the office of Member of the City Council for more than three ( 3) four (4) year terms during their lifetime?

To maintain 9-1-1 emergency response times, prevent cuts to local paramedic/police/fire protection, school safety patrols, youth/after-school, senior, disabled services; improve freeway interchanges/reduce traffic; other general services; shall Ordinance 2016-06 of the City of Temecula be adopted establishing a one-cent sales tax providing $23,000,000 dollars annually, until ended by voters; requiring independent audits, no money for the State, all funds remaining local?
