To comply with State law intended to increase voting participation in local elections and save money on election costs, shall the Temple City Charter be amended to change the date for Temple City municipal elections from the first Tuesday after the first Monday of March in odd numbered years to the first Tuesday after the first Monday of March in even numbered years (which does not otherwise grant the City new powers)?
