Shall the voters of the City of Carlsbad adopt the measure amending the city charter and municipal code to: (1) increase the expenditure limit for using city funds to acquire or improve real property from $1 million (the limit established by voters in 1982) to $3.09 million (the 1982 limit in today’s dollars); (2) adjust the limit annually on January 1 by the percentage increase in the regional construction cost index; and (3) exempt public safety facilities from the limit?

Do the voters of the City of Carlsbad approve spending existing city funds from various sources, including the General Fund, in an amount to exceed $1 million for the Monroe Street Pool Renovation/Replacement Project located at 3401 Monroe Street for an estimated cost range of $22 million up to $24 million, adjusted annually by the percentage increase in the regional construction cost index?

Shall the office of the City Clerk be appointive?

Shall Title 2, Chapter 2.04, Section 2.04.010(A) of the Carlsbad Municipal Code be adopted to prohibit city council compensation adjustments from exceeding the amount established by the San Diego Regional Consumer Price Index, to require the city council to either make or waive a compensation adjustment in January of each year, and to prohibit the city council from enacting retroactive increases for years in which the city council waived a compensation adjustment?

Do the voters of the City of Carlsbad approve spending existing city funds from various sources, including the General Fund, in an amount to exceed $1 million to construct a replacement Fire Station 2 located at the intersection of El Camino Real and Arenal Road for an estimated cost range of $7 million up to $10.5 million?

Shall Ordinance No. CS- 283 of the Carlsbad City Council adopting the Agua Hedionda South Shore Specific Plan (203.4 acres east of the I-5 freeway between the Agua Hedionda Lagoon and Cannon Road), which designates 21.6 acres of additional open space, for a total of 176.7 acres of open space for public access, preservation of natural habitat, and agriculture, along with development of 585,000 square feet of visitor-serving commercial uses on 26.7 acres be adopted?

Shall Section 502 Retention of Benefits of the Charter of Carlsbad, California be amended to include limiting increases in retirement benefits for miscellaneous employees without an amendment to this section?
