City of Encinitas

To provide locally-controlled funding for Encinitas city services, such as keeping parks, beaches, public facilities safe and clean; keeping trash/pollution away from lagoons, waterways, beaches, marine habitat by repairing aging storm drains; restoring beach sand; fixing potholes; maintaining streets; improving traffic safety, infrastructure, and public safety facilities; shall Encinitas’ measure establishing a one cent (1%) transactions and use (sales) tax, providing $15.4 million annually for general revenue purposes for 10 years, be adopted?

To fund general municipal expenses including law enforcement, fire, emergency medical services, street improvements and recreation, shall the City tax cannabis and hemp businesses at annual rates of between 4% to 7% of gross receipts for retail cannabis businesses, 1% to 4% for non-retail cannabis businesses, and $2.00 to $10.00 per canopy square foot for cultivation; expected to generate an estimated $800,000 to $1,400,000 annually and will be levied until repealed/modified by the voters?

(INITIATIVE) Shall the electors of the City of Encinitas adopt the citizen initiative titled “An Ordinance of the City of Encinitas Authorizing Commercial Cannabis Activities Involving Retail Sales, Cultivation, Manufacturing, Cannabis Kitchens and Distribution, and Personal Use Cultivation, Subject to Certain Regulations and Restrictions.”

Shall the voters adopt the Housing Plan Update 2018 to amend the General Plan, Specific Plans, Zoning Code, Zoning Map, and Local Coastal Program to identify sites for new housing and change zoning standards for those sites?

Shall City Council Resolution No. 2016-52 and Ordinance No. 2016-04, which collectively update the City’s General Plan Housing Element, amend related General Plan provisions, and amend Specific Plans, Zoning Code, Zoning Map, Municipal Code, and Local Coastal Program, in an effort to comply with State law, incentivize greater housing affordability, implement rules to protect the character of existing neighborhoods, maintain local control of Encinitas zoning, and resolve existing lawsuits, be adopted?

Shall the ordinance amending the Encinitas Municipal Code to authorize and regulate medical marijuana dispensaries in the City of Encinitas be adopted?

(INITIATIVE) Shall the people of Encinitas adopt an initiative measure, known as "The Encinitas Right to Vote Amendment" to require voter approval, by a majority vote of the electorate, for a major amendment to a planning policy document (defined to mean the Land Use Element of the General Plan, Land Use Policy Maps of the General Plan, Zoning Code, Zoning Map, any specific plan, and development agreements) and to impose a citywide height limit?

Shall the electors of the City of Encinitas elect a mayor and four city council members?

Shall the term of office of mayor be two years?
