To maintain locally controlled funding for services, such as repairing potholes/maintaining streets; maintaining youth violence prevention, drug/gang intervention programs; keeping city parks clean safe/well maintained; and improving wildfire prevention/preparedness, shall City of Santa Rosa’s general business tax measure be adopted increasing the maximum tax, adjusting rates and taxing short-term rental businesses, as described in the voter pamphlet, providing $3,000,000 annually, until ended by voters, with all funds staying local?

To maintain locally controlled funding for services, such as keeping city parks clean safe/well maintained, repairing potholes and maintaining streets, enhancing senior/youth programs, and for general government use, shall City of Santa Rosa’s measure be adopted increasing the existing transient occupancy tax charged to hotel, motel and lodging guests by 2%, until ended by voters, providing $1,200,000 annually and all funds staying local?

To renew locally controlled funding for public safety services in Santa Rosa; reduce wildfire risk; maintain rapid 9-1-1 emergency response/ early fire alerts/ evacuation planning; provide mental health counseling/ violence prevention programs for at-risk youth/ families; and prevent reductions of firefighters/ paramedics/ law enforcement officers, shall the City of Santa Rosa’s measure be adopted extending the expiring public safety sales tax for twenty years, without increasing the 1/4¢ rate, raising $10,000,000 annually with annual audits/ citizen oversight?

Shall the City of Santa Rosa’s measure to amend the Santa Rosa City Charter to affirm the City’s recent transition from the election of Council members by city-wide vote to the election of Council members by district, be adopted?

Shall the City of Santa Rosa’s measure to update and modernize the language of the Santa Rosa City Charter, including revisions to remove ambiguities, to provide additional flexibility in City operations, and to ensure gender and citizenship neutrality, be adopted?

To continue locally controlled funding, that the state cannot take, and protect city services, including 911 emergency, paramedic and fire response; disaster, wildfire, and pandemic preparedness and response; keep city parks clean and safe; street/pothole repair; senior/youth programs; and other city services, shall Santa Rosa’s measure consolidating and extending existing voter-approved sales taxes without change to the current ½ cent rate for ten years only, providing approximately $18 million dollars annually, be adopted?

To aid recovery and provide affordable housing for low- and middle-income families, veterans, seniors, disabled, and other vulnerable populations, provide supportive housing for the homeless; and help low- and middle-income households purchase homes in their communities, shall the City of Santa Rosa’s measure to issue $124 million in bonds, levying approximately $8.6 million annually at approximately $29 per $100,000 of assessed value through final maturity, with oversight and audits, be adopted?

To provide temporary funding to recover from the October 2017 fires and preserve city services including maintaining 9-1-1 emergency response times and neighborhood police patrols; repairing potholes, streets and sidewalks; rebuilding firefighting infrastructure and fire prevention; shall the City of Santa Rosa enact a one-quarter cent sales tax for six years only, generating approximately $9 million annually, for unrestricted general fund purposes, subject to annual audits, with all revenue staying in Santa Rosa?

To maintain financial stability and funding, without increasing taxes, for city services, such as police/fire protection; 9-1-1 emergency response; street/pothole repair; parks/recreation programs; affordable housing/homelessness services; and other general city services, shall the City of Santa Rosa extend an existing, voter-approved 1/4 cent sales tax for eight additional years, providing approximately $8 million annually; requiring independent audits, public spending review, and all funds controlled locally?

Shall the City of Santa Rosa amend the minimum funding requirements for public safety services, including police, fire, and gang-prevention, to reflect City FY 2015-16 General Fund budget levels?

Shall the Utility Users Tax Ordinance (UUT) be amended to: reduce the tax rate from 5% to 4.5%; exempt low income users; modernize the ordinance to include wireless and other technologies to treat taxpayers the same regardless of technology; and help maintain essential city services, with all money staying local for services and facilities in Santa Rosa?

Shall the Santa Rosa City Charter be amended to change the manner in which City Council members are elected from at large elections to each Council member being elected by and from districts created by the Council?

Binding Arbitration: Shall an amendment to the Santa Rosa City Charter be adopted to limit and clarify the manner in which binding arbitration is used for Police and Fire Department employee disputes?

Shall Section 58 be added to the Santa Rosa City Charter to allow for the use of design-build procurement by the City under guidelines to be established by ordinance?

Shall amendments to the Santa Rosa City Charter be adopted that reorganize, update and clarify certain sections relating to the Charter Review, Mayor, Budget, Elections, Council Vacancy, Public Library, and Pensions?
